    Assistant Director, Student Financial Aid Operations - Federal Work Study Payroll

    POSITION DETAILS

    The City University of New York’s Office of Treasury Management (OTM) plays a vital role in supporting the University’s financial operations by overseeing four key areas: Bursar, Cash Management, Payment Card Industry Compliance, and Student Financial Aid Operations.

     

    Reporting to the Associate Director of Student Financial Aid Operations for Federal Work-Study (FWS) Payroll Management, the Assistant Director provides professional support in managing centralized FWS payroll activities across the University. This includes working within the PeopleSoft (CUNYfirst) North American Payroll, Human Capital Management, and Financial Aid modules to support over 23 colleges, schools, and divisions.

     

    The Assistant Director is responsible for the day-to-day operations of the bi-weekly payroll process for students participating in the FWS program. Key responsibilities include ensuring accurate and timely payments, delivering high-quality customer service to college staff, and maintaining compliance with labor laws, tax regulations, and federal, state, and institutional guidelines. Additionally, the Assistant Director will assist with the transition and implementation of the FWS payroll process from PeopleSoft to Workday.

    Duties and Responsibilities include, but are not limited to:

    + Coordinates Federal Work-Study (FWS) payroll-related activities across CUNYfirst modules in collaboration with Central Office administrative and technical teams.

    + Communicates payroll schedules, deadlines, and status updates to college staff.

    + Prepares and maintains various management and operational reports.

    + Participates in monthly university-wide FWS meetings and provides ongoing guidance and training.

    + Develops, updates, and distributes training and resource materials.

    + Researches and evaluates issues raised by colleges concerning processing, errors, and enhancements, and coordinates the communication of the issues to appropriate technical and operations staff, committees, and management; monitors issues through resolution.

    + Manages system updates for payroll exceptions (e.g., uncashed checks, rejected refunds, stop payments) and oversees creation of the annual payroll calendar.

    + Coordinates audit-related activities and documentation; in addition to year-end and new-year processes to ensure accurate tax reporting, W-2 Wage and Tax Statements.

    + Supervises a team of 1-3 staff members.

    NOTE:

    Until further notice, this position is eligible for a hybrid work schedule.

    QUALIFICATIONS

    Minimum:

    Bachelor's degree and four years' related experience required.

    Preferred:

    + Working knowledge of financial aid Title IV regulations and programs

    + Strong organizational and follow-through skills to coordinate work plans, prioritize work, manage multiple assignments and priorities, and meet deadlines

    + Computer proficiency using administrative, academic and financial systems, databases, and programs, plus Microsoft Office programs, and remote/virtual meeting/conferencing and collaboration tools (MS Teams, Zoom, WebEx, etc.); ability to learn and apply other software as needed

    + Must maintain integrity, confidentiality, and a professional demeanor, plus work collaboratively with diverse staff members of various levels

    - Assists with financial aid systems, including implementation, data quality, training, and troubleshooting

     

    - Supports the implementation of new policies and procedures

     

    - Serves as a liaison among different constituents involved with financial aid issues

     

    - Understands and assures compliance with CUNY, state, city and federal rules and regulations

     

    - Conducts special projects and creates analyses and reports

     

    - Performs related duties as assigned.

    COMPENSATION AND BENEFITS

    The salary range is **$74,490 - $79,598** , commensurate with credentials, education, and experience.

     

    CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
