Position Description
The CHYM Finance Manager will serve as the financial steward of one of the most ambitious transportation programs ever undertaken in Nashville. The CHYM Finance Manager will provide oversight of a multi-billion-dollar capital portfolio and $111 million in annual operating expenditures, ensure transparency, accountability, and efficiency across dozens of partner departments, agencies, and vendors. Shape financial strategy that unlocks new funding sources—including federal, state, and other investments, and play a visible leadership role in delivering projects that make Nashville safer, more connected, and more equitable.
Reporting to the Finance Director’s Office, The CHYM Finance Manager must have a considerable understanding of budgeting principles and the ability to successfully work on multiple tasks, sometimes with short deadlines, within a team environment. This position requires strong analytical, oral, written and organizational skills. The selected applicant will also have a demonstrated customer service orientation. Performs other related duties as required.
Choose How You Move (CHYM), approved by 66% of Nashville voters in 2024, is Mayor O’Connell’s signature transportation program and the largest capital initiative in the city’s history. With a $3.1 billion investment in infrastructure, transit, sidewalks, and safety, CHYM will transform how Nashvillians connect to jobs, schools, healthcare, and each other—for generations to come. Delivering on this vision requires not just engineers and planners, but also strong financial leadership to ensure every dollar is maximized for community impact.
Typical Duties
+ Leads preparation of financial reports, projections, and analyses for the CHYM Office.
+ Oversees budgeting processes for both capital and operating funds.
+ In coordination the with Program Manager, Develop and maintain short- and long-term financial forecasts.
+ Coordinates with Metro Finance, NDOT, WeGo, Planning, utilities, and other partners on budget reconciliation and other project matters
+ Guides grant and funding strategies with the Mayor’s Office of Advancement.
+ Builds and communicate financial policies and procedures that strengthen controls.
+ Provides problem-solving leadership across accounting, procurement, contracts, and revenue systems.
Minimum Qualifications
Bachelor's Degree in a Management related field, Public Administration, Accounting, Business Administration, or a closely related field from an accredited college or university, and five (5) years of increasingly responsible fiscal and/or governmental management experience including (3) years of managerial experience.

Preferred Experience, Knowledge, Skills, and Abilities
+ Experience in the principles and practices of governmental budgeting and procurement
+ Experience preparing and overseeing revenue projections
+ Experience monitoring compliance with contract terms
+ Experience preparing and monitoring capital budgets
+ Experience working on systems implementation teams
+ Experience in financial policy and procedures development, analysis and implementation
+ Demonstrated experience in managing large complex financial projects and tasks
+ Experience with Oracle R12 and ERP applications
+ General knowledge of Civil Service rules, policies, and procedures
+ Experience with public infrastructure projects
+ Experience with cost/benefit, usage, and other kinds of financial analyses
+ Perform additional budget related duties as assigned
