Position Description:
Performs administrative and managerial duties in the planning, coordination, and execution of large and specialized capital or facilities projects. Oversees all phases of assigned projects, including design development, budgeting, scheduling, procurement, and construction administration. Coordinates with architects, engineers, contractors, consultants, and internal stakeholders to ensure projects are completed on time, within scope, and in compliance with institutional standards and regulatory requirements. Exercises independent judgment in decision-making and problem-solving, applying established policies and procedures. May provide supervision and direction to clerical, paraprofessional, or professional staff members.

Major/Essential Functions:
+ Support, encourage, and lead by the five shared values of the TTU System Administration: People First, Integrity, Community, Exemplary Service, and Resilience.
+ Support, embrace, lead, and communicate the Vice Chancellor's servant leadership initiative.
+ Provide Exemplary Service for your institutional clients.
+ Develop all solicitation documents (pre-response, RFQ/RFP selection committee documents, etc.) Participate in all partner selection processes.
+ Serve as a resource and liaison between the institutions, design professionals, consultants, and contractors.
+ Coordinate project team communication.
+ Provide design and constructability reviews during the design and construction phases of the project.
+ Review submittal data, including shop drawings, product data, and samples.
+ Attend all required project meetings (Design, Pre-con, Construction, Project Design, Owner/Architect/Contractor, etc.).
+ Visit construction sites and provide construction observation. Submit field observation reports in Trimble Unity Construct.
+ Manage the project budget and all contingencies, change orders, and allowances.
+ Review and verify payment applications.
+ Maintain awareness and drive project schedules and milestones.
+ Provide Warranty support.

Preferred Qualifications:
Knowledge or skills in architecture, Engineering, Project Management, or construction are preferred, as a strong background in these areas will be required if no formal education is available.

Required Qualifications:
Bachelor's degree in the area of specialization or closely related field. Five years of related administrative and technical experience. Additional job related education may be substituted for the required experience on a year-for-year basis.
This position is designated as involving access to critical infrastructure systems and/or research, as defined by Texas Executive Order GA-48. As such, candidates must successfully complete a comprehensive background check prior to employment. Employees are required to comply with all applicable state and federal regulations related to the protection of critical infrastructure. Ongoing employment is dependent upon maintaining eligibility for access and successfully passing periodic security and compliance reviews.

Pay Statement:
Compensation is commensurate upon the qualifications of the individual selected and budgetary guidelines of the hiring department, as well as the institutional pay plan.

+ Have a strong understanding and comprehension of project management processes.
+ Have a strong knowledge of the Windows Suite, including Word, Outlook, Excel, and PowerPoint.
+ Develop a strong knowledge of Trimble Unity Construct Project Management software, Bluebeam; read, interpret, and analyze contract documents and schedules.
+ Working knowledge of the state procurement practices.
Annualized Pay Range:
$115,600 - $150,300 - $185,000
