Description of Work Unit
The Office of Engagement and Extension ( OEE ) was organized in 2006 to advance CSU’s engagement and outreach missions. OEE includes CSU Extension, Learning Innovation (including CSU Online), the Colorado Water Center, and a variety of vibrant programs that engage the teaching, research, extension, and service missions of Colorado State University. The Vice President for Engagement and Extension ( VPEE ) is the principal administrative, academic, and fiscal officer for the division, reports to the CSU President, and works closely with the Provost/Executive Vice President. OEE works collaboratively across all Colleges and offices on campus and has strong engagement programs throughout Colorado, the Western US, and globally. At any given time, OEE includes over 400 employees. The total budget is approximately $95 million. OEE is one of the most institutionally comprehensive commitments to engagement and outreach among all land-grant and other universities. Propelled by OEE’s leadership, nationally CSU is a Carnegie Engaged University (2008, 2014), is a member of the Engagement Scholarship Consortium, is an APLU Innovation and Economic Prosperity University (2016, 2024) and is highly ranked for its online degree programs. Annually, Learning Innovation garners enrollments of over 15,000 learners and CSU Extension delivers approximately 500,000 educational contacts.

Elbert County is approximately 40 miles southeast of Denver, Colorado. The county is uniquely rural while situated in the triangulation of three outlying areas including Denver, Colorado Springs, and Limon. Population is approximately 27,000 with growth concentrated in the western side, while the eastern area remains rural. The diverse geography and population invites educational programming that is flexible to support suburban and rural learners.
Our supportive citizenry has resulted in 10% of the youth population enrolled in 4-H. Elbert County Extension is actively engaged with many community stakeholders and the Board of County Commissioners.

Position Summary
OEE invites applications and nominations for an Extension County Specialist in Elbert County. This is a full-time, twelve (12) month, non-tenure track Extension faculty position.Faculty rank (https://extension.colostate.edu/docs/jobs/Faculty-Rank.pdf) is dependent upon the candidate’s academic credentials and professional experience and is subject to review by the Extension Promotion Committee. The faculty appointment, evaluation, and promotion standards are centered around the three core duties of extension faculty –educate, create, and connect (https://extension.colostate.edu/docs/jobs/Faculty\_Educate-Create-Connect.pdf) . Candidates are sought with interests that complement and expand upon current initiatives and education activities in OEE and CSU Extension. Programming responsibilities will include 4-H Positive Youth Development and 4-H Adult Volunteer recruitment, management and retention.
The person will provide leadership and organization in the development, implementation, evaluation, and reporting of educational programs in Elbert County and assisting other counties as appropriate. The person will have a proven track record of developing and managing youth and adult volunteers and building program capacity, creating innovative programming opportunities, and fostering both internal and external collaboration and teamwork. The Extension Specialist will be an effective communicator with the experience and skills to engage with a variety of people and groups. CSU Extension Specialists throughout the state work as a team and share expertise. The individual in this position works as a member of the local county Extension team and as a local representative of Colorado State University. This individual works under the guidance and supervision of the Elbert County Extension Director.
The office location for this position is in Kiowa, Colorado. While this position is eligible for some hybrid work, the individual in this position is expected to maintain a presence in the office to effectively balance the duties of the position. The work schedule will vary, and night and weekend work will be necessary.

Required Job Qualifications
+ Completed bachelor’s degree. Conferred degree may be in a variety of disciplines, including business, Extension education, youth development, agricultural sciences, social sciences, family and consumer sciences or related degree that can significantly contribute to administrative and/or program responsibilities. Please note, to advance through the Extension Instructor faculty track, a completed master’s degree is required. For progression to the Extension Professor faculty track, a completed terminal degree is necessary. We encourage all successful candidates to work towards these qualifications to enhance their opportunities for advancement.
+ 2+ years of professional experience relevant to the Essential Job Duties (below) of this position.
+ Course work and/or professional experience must provide a broad and significant understanding of positive youth development associated with the position.
+ Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.
+ The successful candidate must be legally authorized to work in the United States by the proposed start date; Extension will not sponsor a visa for this position.

Preferred Job Qualifications
+ Completed master’s degree. Conferred degree may be in a variety of disciplines, including business, Extension education, youth development, agricultural sciences including animal science, social sciences, family and consumer sciences or related degree that can significantly contribute to administrative and/or program responsibilities.
+ Ability to communicate through teaching, public speaking/presentation and writing as demonstrated through application materials and experience.
+ Ability to plan, organize, work, teach and interact with diverse populations, including stakeholders from different socio-demographic groups and with varied background knowledge of the discipline area associated with position.
+ Ability to secure external funding in support of the land grant mission through pursuit of contract, foundation and grant funding, and/or evidence of development of fee-for-service programs.
+ Possess knowledge of and experience with methods of conflict resolution, facilitation, and public issues education.
+ Volunteer development, leadership and management experience including volunteer recruitment, selection, orientation, education and training, motivation, evaluation, recognition, and support to prepare volunteers to take on increasing leadership, management, and public education/information roles.
+ Specific knowledge/experience in 4-H programming related to STEM , large animal projects and shooting sports projects.

+ Work collaboratively with local government and organizational partners to develop, implement, evaluate and report impacts of non-credit educational programming for adult and youth audiences.
+ Use technology and media resources to extend information and educational opportunities to Coloradoans.
+ As part of the Elbert County Extension team, continue to develop and enhance an effective, educational, results-oriented 4-H Youth Development program that supports the growth and development of life skills among both youth and adult audiences.
+ Provide leadership opportunities and training for adult 4-H leaders that will increase their effectiveness in working with youth and retain their commitment as volunteer leaders over sustained periods of time.
+ If the candidate has strong expertise in Agriculture and Natural Resources, then develop and conduct results-oriented educational programming that supports production agriculture and natural resource management, including horticulture. The focus on the 4-H education will be with livestock, horse and natural resources projects.
+ If the candidate has strong expertise in Family and Consumer Sciences, then develop and conduct results-oriented educational programming that supports family and consumer science topics. The focus on the 4-H education will be with STEM , Shooting Sports, personal development, family and consumer, creative arts, and general projects.
