    About the Patient's Compensation Fund

     

    The Patient's Compensation Fund (PCF) was created in 1975 to provide an affordable and guaranteed medical malpractice coverage system for the private healthcare providers in the state. The Patient's Compensation Fund is self-funded state entity, operating independently of the main state budget, and governed by the PCF Oversight Board. The Patient's Compensation Fund provides protection for the healthcare system, keeping costs down, and providing a guaranteed pool of funds to pay those citizens injured from medical malpractice of private care providers.

    About this Position

    The incumbent in this position will provide professional-level accounting services to the Patient's Compensation Fund and the Oversight Board. The incumbent processes all future medical claim payments, revenue transactions, account payables, and reconciliation of claims payments from PCF internal computer applications. The incumbent additionally prepares agency maintenance agreements. Incumbent uses effective and professional communication while collaborating with all levels of staff, contractors, vendors to drive the vision and purpose of this agency.

    Minimum Qualifications

    Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

    Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR

    A bachelor’s degree with twenty-four semester hours in accounting; OR

    A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR

     

    An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR

     

    Possession of a Certified Public Accountant (CPA) license.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    Accurately process 300-500 future medical claim payments each month. Conducts thorough review of assigned financial disbursements to ensure accuracy, verify calculations, confirms transaction completeness and legitimacy, validates proper LPCF authorizations and coding, and ensures compliance with all applicable state regulations. Determines completion of accurate posting and final processing of payments. Serves as liaison between accounting and claims staff members to verify payment authorizations and address any errors--reports discrepancies to the supervisor.

     

    Receives rejection notifications from Corvel (designated with zero), that require further information to fee schedule. Interprets necessary information required prior to forwarding a cover letter, EOR, and invoice to the appropriate provider. Maintains detailed and confidential accounting records in accordance with internal and state audit standards and retention policies. Ensures timely data entry into the agency's systems, providing accurate reporting for internal staff, auditors, and the Board. Assist with monthly, quarterly, and year-end closeout processes as they relate to claim payments, CBA transactions, and payables when needed. Prepares journal entries and supporting documentation as required for internal management, auditors, and oversight bodies. Participates in audits, reviews, and internal control assessments. Serves as backup to the accounting staff responsible for the reconciliation of investment activity and records all necessary transactions and journal entries to report interest, dividends, sales, gains and losses, and other costs in the PCF internal accounting system.

     

    Prepares required financial statements and fiscal reports which include the compilation and analysis of data for monthly, quarterly, and annual reports.

     

    Communicates with public and private accountants; state, federal, and independent auditors; banks, brokerage firms; program or management personnel; and vendors for the purpose of providing information and technical assistance needed to resolve problems.

     

    Maintains cash management records, including funds drawn and received, funds disbursed by sources, deposits of refunds, and classifies revenue as to sources of funding and expenditures as to their nature.

     

    Prepares, monitors, reconciles, audits, and forecasts revenues, expenditures, and budgets.

     

    Participates in the development of new accounting techniques in the design and implementation of accounting subsystems, compilation of manuals for accounting and computer application, and preparing managerial reports.

    Position-Specific Information:

    Appointment Type: Full time, Classified. Probational or promotional.

     

    Work Schedule: Monday - Friday, overtime as needed.

     

    Compensation: Depends on the qualifications of the selected candidate. Position qualifies for premium pay.
