Position Summary
The Senior Cost Engineer is responsible for leading cost control efforts across multiple capital and maintenance projects at the Lima Refinery. This role ensures accurate budgeting, forecasting, reporting, and change management while interfacing with 4–5 Project Managers. The ideal candidate brings deep experience in SAP, Excel, and cost engineering leadership, with the ability to drive conversations, resolve conflicts, and influence decisions.
Key Responsibilities
• Manage and monitor project budgets, forecasts, and actuals to ensure alignment with annual spend targets and authorization limits.
• Generate and maintain Purchase Orders (POs) and ensure proper cost coding and tracking in SAP.
• Prepare and execute individual project cost reports, including variance analysis and performance metrics.
• Lead monthly cost reviews with Project Managers and stakeholders.
• Ensure spending compliance with approved AFEs and corporate financial controls.
• Support change management by identifying cost drivers and assessing impacts on project scope and budget.
• Collaborate with cross-functional teams to ensure cost data integrity and timely reporting.
• Provide mentorship and leadership within the cost engineering team and broader project controls group.
• Drive conversations around cost performance, even in the face of small conflicts, to ensure transparency and accountability.
• Maintain strong interpersonal relationships and demonstrate confidence in presenting and defending cost-related opinions.

Skills and Requirements
MUST HAVES:
• Bachelor’s degree in Engineering, Finance, or Business or equivalent work experience
• 10 - 15+ years of experience in cost engineering or project controls, preferably in oil & gas or industrial environments.
• Proven leadership experience in cost control or project management.
• Proficiency in cost management tools such as SAP, EcoSys, or Primavera.
• Experience with change management, including identifying and managing cost drivers.
• Strong analytical, reporting, and communication skills. PLUSES:
• Experience in refinery or heavy industrial project environments.
• Certification in PMP, AACE, or similar project controls credentials.
