    Summary You will serve as a FINANCIAL MANAGEMENT ANALYST of MILITARY SEALIFT COMMAND. Responsibilities You will formulate, present, and defend budget estimates for Working Capital Funds. You will conduct trend analysis to develop budget submissions and controls that ensure Military Sealift Command operational needs are met. You will analyze exceptionally large programs with program and project stakeholders at subordinate and senior levels. You will implement legal policy, procedures, and compliance, throughout budget and fiscal planning You will interpret, assess, and project potential impact of new/revised Congressional legislation, financial regulations, and budgetary policies and practices Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in analyzing financial data and implementing legal and regulatory control over budgets. Navy Working Capital Fund experience preferred. Experience in applying financial management concepts, policies and procedures to meet agency goals. Experience in performing or advising for work in any of the phases of budget administration. Experience in analyzing and recommending costs and benefits of alternative methods for an organization. Experience working with a high degree of independence. Routinely devise new methods and techniques to meet objectives. Experience in developing and rendering authoritative interpretations of executive orders, OMB guidance within and across agency lines, and Departmental guidance.
