    Finance, Planning, and Budgeting (FPB) encompasses the major central financial, planning, analytical, and budgeting functions for the University of Washington, including:

    + Finance & Budget Strategy

    + Institutional Analytics & Decision Support

    + Policy, Planning & State Operations

    + University Business Services

     

    The Incentive-Based Budget (IBB) Project Team is responsible for designing, developing, and implementing a comprehensive IBB framework for the institution. Team members collaborate across functions to lead financial modeling, build data infrastructure, engage stakeholders, and manage change processes. The team ensures the project is staffed with internal experts and strategic hires, coordinates workflow across modeling and technical groups, and maintains alignment with institutional goals. Members are accountable for delivering accurate models, supporting effective communication and training, and ensuring both project and existing FPB teams are adequately resourced and fairly compensated throughout the initiative.

     

    Within this framework, the **_Business Analyst_** provides essential analytical and functional expertise to support the development and implementation of the University’s IBB model. The position is responsible for gathering, analyzing, and translating complex financial, operational, and data requirements into clear documentation and actionable insights that inform system design, modeling assumptions, and decision-making processes.

     

    The Business Analyst works collaboratively across FPB to clarify business needs, validate data requirements, analyzing financial and operational data, documenting workflows, and ensuring consistency and accuracy in in the development of a comprehensive budget model data infrastructure. By applying strong analytical skills, attention to detail, and a deep understanding of institutional processes, this role helps strengthen the integrity, transparency, and effectiveness of the IBB framework supporting data-informed resource allocation and advancing the University’s mission of teaching, research, and public service.

    Duties & Responsibilities

    Project Management

    + Plan, organize, and manage IBB-related projects using established methodologies

    + Coordinate financial, data, and technical teams to deliver quality results on time

    + Track milestones, manage risks, and prepare project updates for leadership

    Business and Data Analysis

    + Gather and analyze financial and operational data to support IBB design and improvement

    + Translate business needs into data and reporting requirements

    + Document and refine business processes and workflows

    Financial Modeling and Decision Support

    + Support financial modeling, allocation methods, and revenue distribution

    + Validate data accuracy and transparency within IBB frameworks

    + Provide analysis and insights for financial planning and decision-making

    Process and Systems Alignment

    + Collaborate with FPB and campus partners to enhance workflows and systems

    + Define requirements, support testing, and recommend process improvements

    + Promote consistency, automation, and data integrity

    Communication, Collaboration, and Training

    + Serve as liaison between technical, financial, and campus stakeholders

    + Facilitate discussions, communication, and training to support IBB adoption

    + Foster collaboration, data literacy, and continuous improvement

    + Perform other related duties as assigned

     

    This position is temporarily funded through 6/30/2028.

    Requirements:

    Bachelor’s degree in business, accounting, information systems, data or computer science, or a related field, and five years of experience as a Business Analyst, Project Manager, or in a hybrid BA/PM role focused on technical or data-driven projects

     

    An equivalent combination of education and experience from which comparable knowledge and skills have been acquired may substitute for a degree

     

    Demonstrated experience delivering data-centric solutions, including reporting, analytics, dashboards, or data infrastructure improvements

     

    Advanced skills in Excel, Power BI/Tableau and enterprise financial systems (e.g., Workday)

     

    Ability to develop comprehensive project artifacts, including charters, timelines, risk registers, and communication plans

     

    Skilled in translating business needs into functional and technical requirements, process workflows, and detailed documentation

     

    Experience in data validation, quality assurance, and user acceptance testing (UAT) to ensure system accuracy and alignment with institutional needs

     

    Excellent understanding of university funding structures, including tuition, research, and state appropriations

     

    Excellent analytical and problem-solving abilities with attention to detail and data accuracy

     

    Excellent written and verbal communication skills, with the ability to convey complex concepts clearly to both technical and non-technical audiences

     

    Demonstrated experience in working on diverse groups and teams; create a culture of inclusion and equity throughout the team while supporting the overall culture of FPB

     

    Compensation, Benefits and Position Details

    Pay Range Minimum:

    $97,800.00 annual

    Pay Range Maximum:

    $135,000.00 annual
