    This position is eligible for** telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) **for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

     

    Flexible work hours may be permitted with supervisor approval.

     

    The Harm Reduction Grants Manager exists to provide leadership, direction, and coordination for all phases of culturally specific grants and contracts processes, with a focus on harm reduction initiatives across multiple program lines. This includes overseeing the pre-award, award, post-award, monitoring, and close-out phases of the grant process in accordance with state and federal laws, regulations, and mandates. The Grants Manager will collaborate with internal teams, Tribal Nations, community leaders, and other stakeholders to ensure culturally specific needs are met effectively. Additionally, this position will partner on targeted activities, projects and outcomes with the Harm Reduction Policy Lead and other Behavioral Health Division staff, staff from other DHS divisions and other state agencies. The incumbent will be involved in providing technical assistance, consultation and be the tribal liaison for the Harm Reduction Policy Lead, as Harm Reduction services are increased within the Tribal Nations. This includes significant stakeholder engagement and program area expertise. The incumbent, reporting directly to the AI Team Supervisor, will report on various activities, projects, and outcomes to other supervisors and managers within the agency, division or department.

    Some additional responsibilities include, but not limited to:

    + Harm Reduction Tribal Liaison and Community Engagement.

    + Grant and Contract Management.

    + Budget and Financial Administration.

    + Ethical and Professional Conduct.

    Minimum Qualifications

    _To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held._

    Two (2) years of high-level work experience in Behavioral Health or Harm Reduction program that includes grant or contract management demonstrating the following:

    + Practical understanding for grant and/or contract management process that includes both budget tracking and RFPs.

    + Knowledge of harm reduction principles and philosophies and/or experience working in Minnesota’s Harm Reduction Community.

    + Understanding of project management skills to manage multiple complex projects simultaneously.

    + Lived experience in an American Indian community or experience working with American Indian communities providing services.

    + Experience using MS Office Suite and video conferencing programs.

     

    _*Bachelor’s degree in public health, behavioral health, or another closely related fields may substitute for one (1) year of work experience._

    Preferred Qualifications

    + Variety of experiences working effectively with people from backgrounds and cultures different than one’s own.

    + Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

    + Knowledge of DHS policies, procedures, processes, laws, and rules; state information technology practices and issues.

    + Knowledge of the nonprofit safe syringe exchange programs in Minnesota including detailed knowledge of funding services through grants.

    + Experience with plan, managing, and facilitating meetings; elicit opinions, ideas, and concerns, and identify issues to facilitate consensus within diverse groups.
