This position exists to be a resource and provide day-to-day assistance in service delivery, design and implementation of home care and self-directed services for persons with disabilities or chronic health conditions. The incumbent functions as the principal subject matter expert for CDCS, operating with significant autonomy over policy development, legislative analysis, compliance oversight, and statewide stakeholder engagement.

Responsibilities include:

+ Assisting with administration of programs, identifying, analyzing and resolving service or quality issues, and documenting requirements, policies and procedures for internal and external communications including web-based manuals

+ Managing desk audits, overseeing RFPs and provider contracts, verifying provider eligibility and ensuring quality assurance processes and contract terms are followed

+ Recommend, develop and represent Disability Services Division (DSD) policies to support Minnesota's home and community-based services (HCBS) system, programs and processes

+ Developing new or revised policies and processes to support program and service alignment with DHS strategic direction and goals, and federal, state and county regulations and requirements

+ Assist in provision of training, technical assistance and consultation to recipients and caregivers, service providers, lead agency personnel, other areas of DHS, other state agencies, and others as required

+ Lead author and editor for legislative proposals, conducts bill analysis, and tracks legislation. This is particularly relevant in CDCS, where program authority is primarily derived from waiver plans rather than statute

Minimum Qualifications

3 years professional experience in health care, adult education, or county/state human services systems. Experience must include the following:

+ Experience with program coordination, case management or policy analysis

+ Experience analyzing complex systems, gathering and interpreting data, and developing practical solutions

+ Experience with and knowledge of state and federal regulations, health care provider networks, and the Minnesota Medical Assistance Program

Bachelor’s Degree in Public Health, Social Work, Public Administration or related field may substitute for 1 year of experience OR Master’s degree in Public Health, Social Work, Public Administration or related field may substitute for 2 years of experience

Preferred Qualifications

+ Strong facilitation, consensus-building, and stakeholder engagement skills

+ Proven ability to manage multiple projects, prioritize tasks, and meet deadlines in a fast-paced environment

+ Variety of experiences working effectively with others from different backgrounds and/or cultures
