This position exists to provide oversight, consultation, and guidance of continuous improvement and reporting efforts. The continuous improvement efforts improve efficiency and effectiveness of Financial Management projects and processes and ensure processes provide actionable centralized information. The reporting efforts increase access to and transparency of the Financial Management Division information for better for accountability and decision making. The Specialist works on building and maintaining agency-wide Financial Management reporting and related data analysis and visualization to help identify gaps and related improvements. The employee serves as a resource in the Financial Management division on data for continuous improvement work and reporting and provides guidance and direction as well as connecting division staff with resources in the MDH agency.
Working as a Finance Continuous Improvement Specialist, you will:
+ Lead continuous improvement work for the division to improve efficiency and effectiveness of FM functions and processes and ensure processes provide actionable centralized information.
+ Serve as the lead for agency wide reporting of FM data. Create and maintain FM reports and dashboards.
+ Support units in the Financial Management Division in data work for continuous improvement and reporting. Assist in ensuring solid, reliable approaches for data collection, storage, preparation/provisioning of data, and data analysis, to produce data visualization and reporting for Financial Management functions.
+ Serve as a liaison for the Financial Management division staff on data for continuous improvement work and reporting.
+ Represent the Financial Management Division on data topics with partners and collaborations within MDH.
This** **position is currently eligible for up to 50% hybrid telework for applicants residing in Minnesota or a bordering state within 50 miles of the work location. Telework of 50% or more may be allowed based on position needs and location.

Minimum Qualifications

Three (3) years of experience working in a continuous improvement or related role providing oversight, consultation, and guidance of continuous improvement and reporting efforts. This experience must include:
+ Performing data work and performance measurement techniques to support continuous improvement.
+ Experience conducting data planning, collection, analysis, and/or reporting.
+ Experience using applications such as Microsoft SharePoint and MS365 suite of applications.
+ Leadership sufficient to provide clear direction, support, and mentor others.
Qualifications to be assessed during the interview process:
+ Communications skills, both oral and written, sufficient to communicate complex concepts in plain language to a non-expert audience.
+ Relationship building and management to build networks of colleagues and effectively encourage participation.
A related degree such as engineering, business management, operations management, business, public policy, public health, statistics, or a closely related field may substitute for experience as follows:
Doctorate degree: 2 years (24 months)
Master's degree: 1.5 years (18 months)
Bachelor's degree: 1 year (12 months)
Associate's degree: 6 months
Preferred Qualifications
+ Expertise in use of continuous improvement tools and practical application of continuous concepts in projects.
+ Experience using problem-solving and improvement methodologies, principles and tools to analyze work and improve effectiveness such as Lean, Six Sigma, human-centered design or similar.
+ Experience using State of Minnesota financial data sources (SWIFT, MDH admin applications, SEMA4)
