    Job Description

    APPLICANT MUST BE PERMANENT IN THE PRINCIPAL ADMINISTRATIVE ASSOCIATE TITLE.

     

    The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

     

    DSS/HRA Fair Hearing Administration is responsible for providing representation of the Agency at NYS Administrative Hearings in the following program areas: Cash Assistance (CA), Supplemental Nutrition Assistance Program (SNAP), IREA, HASA and MISCA – Medical Assistance (MA).

     

    Under the general direction of the Director of Fair Hearings, with wide latitude for the exercise of independent judgment and decision-making. The Section Manager directs and coordinates the activities of staff in the Early Resolution, Aid to Continue, Records Management, and Compliance units. The Section Manager evaluates the sections' performance; interprets Federal, State, City and Agency policies for the Section Supervisors; prepares comprehensive administrative reports, compiles information reported by the Section Supervisors into one document, and designs programs with the aim of increasing efficiency within the Sections.

    Fair Hearing Administration is recruiting for one (1) Principal Administrative Associate III to function as Section Manager, Fair Hearings Operations who will:

    - Coordinate and control the activities of staff in the areas of Compliance, Early Resolution, Aid to Continue, and Records Management, units which handle various administrative tasks in the Fair Hearings Division. Evaluates the Sections' performance, and prepares corrective action plans as necessary, working with the Medical Assistance Program Training and Staff division to design refresher and/or corrective trainings.

     

    - Collaborate with the Director to create and enhance alternative resolution designed to resolve Fair Hearings before the date of the hearing.

     

    - Interpret Federal, State, City, and Agency regulations for the Operations Section Supervisors, ensuring that these regulations are applied and adhered to accordingly. Collaborate with the Medicaid Client Reimbursement and the Carfare Unit Supervisors in implementing policies and procedures that are designed to avoid duplication of payments to appellants.

     

    - Conduct staff meetings to keep staff informed of new and/or revised rules and procedures pertaining to Fair Hearings such as deadlines for delivery of records to appellants, or changes to carfare reimbursement regulations.

     

    - Prepare comprehensive reports containing data collected from Early Resolution, Aid to Continue, Carfare, and Record Management reports for the Director of Fair Hearings. Prepare periodic administrative reports for the Director detailing the Section's activities and making recommendations for future plans.

    Qualifications

    1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

    2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

    3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;

    4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
