    DISCOVER THE OPPORTUNITY TO

    + Develop best practices, guidelines, and configuration standards for the General Ledger and Project Costing modules;

    + Troubleshoot and resolve complex system issues, documenting solutions and training staff on resolutions and documentation;

    + Configure, maintain, and implement upgrades to General Ledger and Project Costing modules, ensuring system accuracy, efficiency, and alignment with business needs;

    + Develop technical documentation;

    + Develop job aids and presentations and execute training;

    + Analyze and recommend solutions within system parameters, identifying and communicating risks, limitations, and opportunities for improvement;

    + Deliver responsive customer support to statewide agency users across all levels;

    + Contribute to process improvement initiatives, helping refine workflows and strengthen system performance;

    + Collaborate on system projects and gain hands-on experience in software planning, testing, and coordination;

    + Resolve Core-CT Help Desk tickets;

    + Participate in cross-functional ERP system activities as needed.

    ABOUT US

    The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.

     

    We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.

     

    The Information Technology division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. The division maintains and upgrades Core-CT, provides analysis, maintains the comptroller’s technical infrastructure, and is responsible for web development for the comptroller’s communication sites.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Administrative Services, Office of the State Comptroller or Teachers' Retirement Board this class is accountable for functioning as a specialist assigned to professional level statewide Core-CT Enterprise Resource Planning fiscal functions including integrated financials, supply chain management or enterprise services automation modules or an assigned integrated financials support area.

    EXAMPLES OF DUTIES

    + Performs specialized duties relating to assigned ERP module;

    + Troubleshoots and resolves complex problems;

    + Conveys technical information to agency user and communicates with technical teams;

    + Promotes understanding of relevant issues;

    + Determines and understands business and project requirements;

    + Develops solutions for agency issues within parameters of systems;

    + Identifies gaps and risks within project elements;

    + Conducts task analysis;

    + Performs cost/benefit analysis;

    + Maps processes to meet business needs, evaluating and redefining processes;

    + Communicates difficult or complex issues and resolutions clearly and effectively to staff and agency users;

    + Oversees development of training programs that are applicable to assigned module;

    + Determines and addresses training gaps;

    + Develops comprehensive reports;

    + Participates in module and cross-module team meetings;

    + Develops or assists in development of procedures and documentation relating to assigned modules including creation and revisions to job aids;

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + Peoplesoft or ERP (system) integrated module knowledge;

    + principles and practices of public administration, governmental budget management and accounting including project costing;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of professional experience as a business analyst operating within financial systems.

     

    NOTE: Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been in a professional capacity independently performing a full range of tasks in support of a specific module(s) within an integrated financials Enterprise Resource Planning system.

     

    NOTE: For state employees this experience is interpreted at the level of an ERP Financials Business Analyst.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training in business administration, accounting, finance, public administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.

    + For state employees two (2) years as an ERP Financials Business Analyst may be substituted for the General and Special Experience.

    PREFERRED QUALIFICATIONS

    + Experience maintaining and supporting Core-CT General Ledger business processes in accordance with State of Connecticut policies and procedures.

    + Experience maintaining and supporting Core-CT Project Costing business processes in accordance with State of Connecticut policies and procedures.

    + Experience reconciling general ledger and/or payroll transactions to ensure data integrity and compliance.

    + Experience analyzing, documenting, and mapping business processes and system requirements to support financial system configuration or enhancement.

    + Experience researching, diagnosing, and resolving issues within enterprise financial or procurement software.

    + Experience developing and delivering training or presentations for large groups or diverse audiences, including user groups, working labs, group trainings, or management briefings.

    + Experience contributing to system or process improvements, including upgrades, workflow enhancements, or the implementation of new functionality.

    + Experience conveying complex information clearly and professionally to both technical and non-technical audiences, using verbal, written, and interpersonal communication skills.

    + Experience working both independently and collaboratively in a fast-paced, team-oriented environment.

    + Experience using collaboration and productivity tools including Microsoft Office software and Visio.
