Obtain, store, and manage data related to individual and regional traffic safety plan development. Datasets include crash, traffic, roadway information, demographic data and more. Storage of data includes working with SQL server data, extensive Microsoft excel use, ESRI and google spatial data management, python scripting among other tools. Develop systemic safety analyses. Responsible for the complete development and qc of systemic safety analyses following the FHWA systemic safety project selection tool. Analyses may include the development and automation of excel charts or the use of machine learning algorithms for the identification of crash risk factors. Develop and deliver technical presentations detailing the processes employed for analyses and the results of the analysis to internal and external traffic safety partners. Participation in client and stakeholders’ meetings as a representative of Jacobs. This will also include internal and external presentation of various analyses and project results. Lead teams and inform clients on the management of data including obtaining, storing, and manage data related to individual and regional traffic safety plan development. Datasets include crash, traffic, roadway information, demographic data and more. Overseeing teams includes directing junior employees in the proper storage of data includes through programs including SQL server data, extensive Microsoft excel use, ESRI and Google spatial data management, python scripting among other tools. Develop, present, and deliver quality control for systemic safety analyses. Responsible for the complete development and qc of systemic safety analyses following the FHWA systemic safety project selection tool. Analyses may include the development and automation of excel charts or the use of machine learning algorithms for the identification of crash risk factors. Direct others and be a resource to clients on the proper application and challenges of Highway Safety Manual Part C predictive method analysis. Responsible for the oversight and understand of the development of site type safety performance functions, application of site adjustment factors, and application of crash modification factors to model existing and proposed conditions for safety studies and roadway improvement projects. Lead training and providing day to day support to entry level employees including qc of work completed by others.

Requirements: This position requires a Master’s degree or foreign equivalent in Civil Engineering or related field and 4 years of work experience in Highway Safety Engineering or related occupation.
In Lieu of the requirements listed above, employer will accept: Bachelor’s degree or foreign equivalent in Civil Engineering or related field and 6 years of work experience in Highway Safety Engineering or related occupation.
Special Skills or Other Requirements:
Expertise/ knowledge of:
• Crash data analysis and traffic safety strategy development: expertise in reviewing OH-1 crash reports, analyzing crash data, and recommending effective crash mitigation strategies.
• Client and project management including meeting development and organization, development of client proposals and opening/middle game efforts, invoicing, financial management of projects, project staffing, and internal Jacobs management processes.
• Developing trip generation studies by applying methodologies outline in Institute of Transportation Engineers (ITE) Trip Generation Manual, including collecting traffic related data, estimating traffic volumes, and assessing the impact of development in traffic.
• Advanced data analysis tools including SQL Server, MS Excel, Python (including various statistical analysis packages such as numpy, pandas, scikit), ArcGIS, PowerBI, etc. and various data analysis methods including machine learning decision tree algorithms, statistical correlation analyses, systemic safety evaluations, hotspot mapping, and linearly referenced data management.
