Summary The incumbent is the Construction Control Representative with project management oversight and recurring managerial oversight responsibilities for all activities within the catchment area of WTVAHCS market. The position directly reports to the Assistant Chief, Engineering Service. The incumbent performs a variety of duties in an extremely complex VA Healthcare System which is constantly evolving within a highly complex and rapidly growing service area. The incumbent will be in Big Spring. Responsibilities Major duties include: Prepare plans, specifications, and estimates for complex projects, which include multidisciplinary architectural, fire and safety, mechanical, plumbing, electrical, telecommunication, analog and digital electronics, and hazardous material abatement design. Prepare project documents for inclusion in the five-year facility plan and for submission to the Network, or VACO, requesting authorization and funding. Administer contracts for compliance, evaluates submissions, and processes payment applications and invoices within required time frames. Administer A/E contracts to ensure A/E conformance to project scope and design criteria, while also ensuring accuracy, completeness and quality of the design work. Serve as the Contracting Officer's Representative (COR) and administers contracted projects to ensure contractor compliance with drawings, specifications, regulations, and policy. Serve as the OSHA certified "Competent Person" to ensure construction work areas and practices are managed in accordance with the safety standards. Protect the interest of the government by mitigating design and construction errors, omissions, oversight, and fraud, as well as fire and safety issues. Perform field investigations to gain firsthand knowledge and to gather architectural and engineering data necessary to document conditions for design, construction, and engineering records. Perform technical evaluations, servicing, troubleshooting, and upgrading of Medical Center projects, facilities, equipment, and systems. Maintain facility documents. Record drawings and space survey of the medical center are maintained to assure an accurate and up-to-date document of using service assignment, room numbers, size, layout, and function. Work Schedule: Typical tour of duty is Monday-Friday 8:00am-4:30pm but may be adjusted due to needs of the facility Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/29/2025 Individual Occupational Requirement: Specialized Experience: Examples of qualifying specialized experience include: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. In addition to the IOR above, you may qualify based on your experience as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying a wide range of concepts, practices, regulations, policies, and precedents; analytical and diagnostic techniques; qualitative and quantitative techniques; techniques for developing new or modified work methods, approaches, or procedures; and related emerging practices and methods, sufficient to provide comprehensive management advisory and technical services on substantive functions and practices; develop innovative methods, approaches, or procedures; identify, evaluate, and recommend appropriate solutions to resolve complex interrelated problems and issues; and formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations; Prepare complex drawings, estimates, and specifications for architectural, fire and safety, mechanical, plumbing, electrical, telecommunication, electronic and digital controls, and asbestos abatement on maintenance, repair, alteration, and/or total replacement of facility and building components; Knowledge of construction industry safety standards; Knowledge of common contractual requirements, terms, conditions, plans, and specifications; and Preparing and maintaining designs using AutoCAD or other specialized software. There is no educational substitution for the GS-11 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
