The **Senior Director, Counsel – Litigation, Legal Policy & Strategy** role is for a creative, curious, and strategic attorney with impeccable judgment and unique experience at the intersection of law and policy. This role will focus on affirmative litigation, policy engagement, and other advocacy to foster a legal and administrative environment that supports innovation and ensures that patients can access the medicines they need without undue legal or regulatory impediments. This individual must be energized by an evolving legal and regulatory environment that impacts the legal, compliance, and business challenges facing biopharmaceutical manufacturers. This individual must be able to work and influence cross-functionally both within legal and across the business, as well as with external stakeholders, to navigate complex and evolving issues. The position will report to the Vice President, Assistant General Counsel – Litigation, Policy, and Head of Strategic Projects.
Responsibilities:
+ Develop and execute strategy, lead, and provide advice to senior leadership and the business on policy litigation and other legal strategies related to emerging laws, regulations, and industry trends.
+ Provide legal counsel to Government Affairs, Communications, Regulatory Affairs, business units, and other functions related to legal policy and strategy priorities and litigation, including assistance drafting and reviewing communications, comment letters, and related materials.
+ Lead and handle outside counsel, including the development and management of reasonable budgets, and coordinate internal efforts to meet litigation requirements and deliver results within the established budgets.
+ Build and maintain relationships with key Lilly constituencies.
+ Engage with key external parties and entities, including government agencies, trade associations, industry, and outside policy and counsel network to ensure Lilly’s legal policy interests are aligned and advanced.
+ Review, analyze and keep current on litigation and policy developments affecting the pharmaceutical industry.
Basic Qualifications:
+ Bachelor’s and J.D. degree.
+ Active license to practice law.
+ A minimum of 8 years of experience post JD
+ Experience as a practicing attorney, including managing complex litigation and developing and executing strategy at a global company and/or top law firm.
+ Experience litigating constitutional claims, statutory and regulatory challenges, and APA matters.
+ Qualified applicants must be authorized to work in the United States on a full-time basis. Lilly will not provide support for or sponsor work authorization and/or visas for this role.
Additional Skills/Preferences:
+ Appellate experience, including a clerkship on a federal court of appeals.
+ Demonstrated experience engaging on complex policy issues.
+ Highly motivated and collaborative partner with strong interpersonal skills and the ability to work effectively with team members, other lawyers, and members of management across all levels of the company.
+ Experience litigating class actions, matters involving state and federal healthcare programs (e.g., Medicare, Medicaid, 340B), and fraud and abuse laws (e.g., AKS and False Claims Act).
+ Experience managing litigation within the pharmaceutical or other highly regulated industry.
+ Demonstrated leadership and effectiveness in working with senior leadership.
+ Good judgment and a meticulous level of attention to detail.
+ Excellent written and verbal communication skills with an ability to influence others.
+ Demonstrated ability to appropriately handle highly confidential information.
+ Demonstrated commitment to expand knowledge and adapt to a changing environment.

Actual compensation will depend on a candidate’s education, experience, skills, and geographic location. The anticipated wage for this position is
$195,000 - $286,000
Full-time equivalent employees also will be eligible for a company bonus (depending, in part, on company and individual performance).
