DYCD is seeking to hire a Program Manager for the Out-of-School Youth (OSOW) portfolio, which includes the Advance & Earn and Train & Earn programs.
The goal of the OSOW programs is to provide career pathways for opportunity youth through a continuum of services that include work readiness training, college and career exploration, paid work experience, advanced occupational training, and industry credential attainment. These programs offer sector-focused occupational skills development, paid internships, college and career exploration, and job placement opportunities that help participants achieve long-term success in education and employment.
Job Description:
Under the supervision of the Deputy Director, and with latitude for independent judgment, the Program Manager for the OSOW portfolio will be responsible for managing all aspects of the Advance & Earn and Train & Earn contracts, including daily operations, contract management, program monitoring, and technical assistance.
The Program Manager will be a professional with experience in workforce development and advanced training, as well as in providing services to opportunity youth. Duties include the following:
- Monitor and assess OSOW program performance to ensure compliance with established program, federal, and agency procedures, practices, and policies.
- Guide OSOW contractors to ensure program administration and practices result in high-quality services, fiscal accountability, and achievement of contractual goals, including but not limited to recruitment and retention; assessment and counseling; credential attainment and advanced training; job and internship development; mental health counseling as needed; partnerships and referral services; and administrative tasks such as data entry, attendance, timekeeping, payroll monitoring, evaluation, budgeting, and file upkeep. Conduct audits of program records at contractor sites and make ad-hoc visits as needed.
- Utilize and become proficient in DYCD’s web-based information management systems, including program and contract performance systems.
- Use program monitoring and performance measurement tools to conduct and submit timely evaluations, outcome reviews, and site visit summaries, ensuring that evaluation indicators align with program standards.
- Assist in planning and developing monthly meetings and trainings for OSOW contractors; facilitate systems trainings, new staff orientation, and other capacity-building functions to support providers.
- Work collaboratively across all DYCD workforce, youth, and communications units to develop materials such as letters, presentations, and reports as needed.
- Compile, analyze, and present program performance summaries to inform and support management, evaluation, tracking, and decision-making.
- Promote and market the OSOW portfolio including Advance & Earn and Train & Earn through various outlets and means, including presentations at DYCD and community events, marketing materials, written communications, coordination with the DYCD Press Office, and social media.
- Assist with other projects and tasks as needed to support the Workforce Connect programs.

Additional Information
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Salary Min: $ 62,868.00
Salary Max: $ 80,000.00
