Job Description
NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF’s Property Valuation and Tax Mapping (PVM) is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.
The Property Modeling and Research Group (PMR) develops statistical models for a broad range of tax classes, leveraging advanced statistical methods, geospatial analysis, and GIS mapping to enhance valuation accuracy and efficiency.
An excellent opportunity is available in the Property Modeling Group to assist in the mass valuation of New York City's one million tax parcels. With strong statistical and GIS analytical skills, the selected candidate will manage projects related to valuation model development, provide support to other modelers, and work closely with management as part of the Property Modeling & Research Team.
Responsibilities include, but are not limited to the following:
-Develop comparable selection models for residential properties, including Tax Class 1 single- to three-family houses, and Tax Class 2 rental, cooperative, and condominium properties, and implement them into the Computer-Assisted Mass Appraisal (CAMA) system.
-Develop comparable selection models for Tax Class 4 industrial properties and garages, tailoring the models to the unique characteristics of these property types to ensure reliable and equitable assessments.
-Conduct monthly automated sales data cleaning within the CAMA system to maintain accurate and up-to-date records.
-Analyze real property income and expense data, integrating cell site, leasing commission, and tenant improvement addbacks, conducting NNN lease analysis, and generating alternative comparable properties to streamline valuation processes and enhance data accuracy.
-Create a sales-based valuation model for condominiums to support forthcoming property tax reforms and future assessment needs through a Tax Class 2 Condominiums Hierarchical Sales Model. Initiate R workflows to extract and standardize property data for improved valuation and analytical efficiency.
-Design SAS and ArcGIS workflows to automate the production of Enhanced Tax Maps for assessors, transitioning static maps into an interactive, web-based system.
-Lead the development of two dashboards: the Rent Roll Dashboard and the High-End Condominium Cooperatives Dashboard, providing actionable insights to support assessment operations.

Qualifications
Level I
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Level II
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, at least one year full-time work experience in a related field, or a master’s degree from an accredited college or university, in the areas described in “1” above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science."
Level III
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Special Note:
To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements of Level II, at least three years full-time work experience in a related field, or a Doctorate degree from an accredited college or university, in the areas described above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
