    Job Description

    NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

     

    DOF’s Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.

     

    Property Division’s Tax Map Unit is responsible for processing the subdivisions of parcels and maintaining the official Digital Tax Map of the City of New York.

     

    The Supervising City Planner will report to the Deputy Director of the Property Tax Mapping Unit. Duties and responsibilities will include the following:

     

    -Responsible for supervising and training new hires.

     

    -Perform complex research and analysis activities in City planning. Approve applications for subdivisions of the land and condominiums.

     

    -Perform complex research and analysis of city parcels, land use and other planning proposals.

     

    -Perform complex research and analysis activities, review parcel recorded documents, deeds, legal descriptions, floor plans, and land surveys which impact policy studies.

     

    -Coordinate and monitor projects and organize and prepare briefing materials for complex applications and studies.

     

    -Coordinate complex cases consultations with other units, city agencies and corresponding stakeholders. Provide customer service to applicants, community groups and agency staff to evaluate tax map applications implications in City planning.

     

    -Prepare operational reports such as tax map fee reports and related tax map unit metrics. Perform complex analysis and draw conclusions regarding problems and discrepancies as it affects tax map records; verify parcels transferred by difficult property descriptions and interpret complex recorded documents.

     

    -Develop databases and coordinate dissemination of information among planning participants and accesses data in automated information systems and incorporate it into tax maps and planning studies.

     

    -Utilize the Property Assessment Administration and the Geographic Information Systems (GIS) to record parcel information related to city planning and modify the tax map parcels boundaries within the guidelines of State and County laws, departmental policies, procedures, rules and regulations and instructions.

     

    -Develop procedures to assist management in the institution of new planning systems.

     

    -Manage, respond to CRM Inquiries, and virtual appointments.

     

    -Distribute client inquiries to the TMU staff.

     

    -Create monthly status reports, review weekly Smart file reports for distribution.

     

    -Responsible for the maintenance of applications in PTS.

     

    -Act as Deputy Director in their absence.

    Qualifications

    1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

    2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate

     

    education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

     

    Special Qualification Requirements

     

    Assignment Level III

     

    To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

     

    Assignment Level IV

     

    To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
