Definition
This Legislative Analyst position will be assigned to the Clerk’s team and will perform complex clerical duties within the City Clerk's Office. The City Clerk's Office is the official designated record keeper for all ordinances, resolutions, and official documents of the City of Columbus and is bound by the Columbus City Code and City Charter. The Clerk's Office provides a variety of complex clerical and crucial administrative services to support the city's legislative branch. Examples of Clerk's Office responsibilities include, but are not limited to:
• Preparing City Council meeting agendas.
• Creating Council meeting minutes.
• Coordinating records commission activities.
• Preparing and publishing the weekly City Bulletin.
• Managing the Domestic Partner and Legislative Agent registries.
• Processing public records requests and requests for information.
• Conducting research.
• Process improvement.
The anticipated start date for this position is November 24, 2025. Candidates being considered for this position should be:
• Detail-oriented.
• Possess a strong customer service background.
• Demonstrate excellent verbal communication and writing skills.
• Critical thinkers.
• Knowledgeable about procedural and legislative processes.
• Experienced in MS Office software products.
• Capable of managing a calendar and scheduling in MS Outlook.
Preferred qualifications:
A bachelor's degree in a related field and knowledge of Columbus city government; the legislative process and/or Legistar software will be considered a plus.
A person who has been selected by an appointing authority in accordance with the Columbus City Charter, Section 148(1) is said to have received an unclassified appointment. Those individuals receiving unclassified appointments serve at the pleasure of their appointing authority and may be terminated from employment at any time. Under direction, is responsible for investigating, analyzing, and preparing reports on matters requiring legislative action or attention of City Council; performs related duties as required.
Examples of Work
(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)
Prepares reports and analyses of proposed legislation;
Prepares reports, ordinances, resolutions, and correspondence;
Prepares background studies and reports on current issues;
Conducts investigations, in-depth analyses, research and review of matters requiring legislative attention or decisions;
Attends hearings and other meetings as needed;
Prepares and maintains progress reports on various budget issues, capital improvement programs, government grants, and operating funds;
Oversees and maintains the citywide database and related electronic files including ordinances, resolutions, agenda, minutes, documents, public notices, appointments, and communications of the City Clerk;
Summarizes discussions, decisions, and key takeaways from meetings and hearings and, as necessary, distributes minutes;
Arranges meetings and conferences, prepares agendas, and contacts individuals for meetings; makes arrangements and reservations with various agencies and committees for meeting rooms;
Advises Council on operational and media matters;
Serves as a liaison to community and business organizations;
Maintains files and records of activities being conducted.
