Summary:
The Director position provides daily operational administration for nursing and other patient care in the Forensic Program at Westchester Medical Center. The Director supervises, coordinates, implements and directs ongoing administrative aspects of an assigned service line. This position will have oversight of recruitment, onboarding, training/preceptorship, competency assessment, data collection, communication with internal and external related departments, invoicing / data collection/ DOH reporting and grant acquisition efforts. This position will also cover on-call for open shifts at the Valhalla and MidHudson Campuses and overall supervision of the 3 campuses, Valhalla, MidHudson and Health Alliance. The Director will recommend to the Sr. Director/Vice President of Patient Care Services those areas of clinical practice and administration requiring evaluation and change and implements nursing and other patient care programs. In the absence of the Sr. Director, incumbents are responsible for the administration of these service lines.Supervision is exercised over a large number of nursing, professional, clerical, and ancillary personnel.
Responsibilities:
Academic:
+ Completion of Forensic Acute Care Team – Child Abuse Pediatrics & Forensic Medicine Collaborative Practice.
+ Maintain DOH and IAFN certification;
+ Conduct on-site educational sessions for WMC providers and referral sources as needed
Administrative
+ Collaborates with SAAVE Program for optimal treatment and care
+ Maintenance of 24hr/day, 7 days a week on-call coverage schedule for victims age12 and over, 11 and under; and back up on call for both
+ Ensure 100% FACT program coverage at the Valhalla and MidHudson sites.
+ Ensure FACT examiners are up-to-date regarding the standards of care of pediatric patients presenting with concerns about abuse/neglect and the coordination of such consults with the Department of Pediatrics, Section of Child Abuse Pediatrics.
+ Validate Payroll and create invoices for each FACT Examiner on a bi-monthly basis. Timely preparation of monthly invoices includes, but not limited to:
+ On-Call Invoices
+ Backup on-call Invoices
+ Per-Case Invoice
+ Administrator Invoice
+ Associate Director Invoice
+ Attend scheduled staff meetings and participate in Child Protection Committee meetings;
+ Maintain Examiner schedules and contracts;
+ Organization and facilitation of program compliance with funding sources, hospital policies and community agencies requirements.
+ Ensure the quality metrics and program requirements of the Forensic Acute Care Team (FACT) Program, NYS DOH SAFE Center of Excellence Program, the Office of Victims Services, Forensic Rape Examination Direct Reimbursement Program remain in compliance as prescribed by governing bodies. This includes promptly and accurately completing all necessary documentation required by law and WMC policy;
+ Facilitate a Clinic referral process for OBGYN and Adult Medicine for adult FACT patients;
+ Assurance that all FACT patients, 0-18 years of age, are connected to the appropriate county Child Advocacy Center (CAC) for follow-up;
+ Ensure case follow up is scheduled with appropriate providers;
+ Ensure maintenance, chain of custody and distribution of forensic evidence and DFSA kit storage remains in compliance with current NYS Regulations;
+ Participate in efforts to secure outside funding for program support in collaboration with WMCHealth Foundation;
+ Participate in development of written, electronic and web-based program materials, including revisions as needed of program forms, policies and protocols.
Training and Recruitment
+ Facilitate new Examiner recruitment; onboarding; orientation and competency assessment of new and current providers.
+ Participate in collaboration with community agencies involved in sexual abuse/assault. When designated, serve as the clinical leader representing the medical program with other county agencies;
Quality and Performance Improvement
+ Maintain Quality Assurance data collection spreadsheet and review of Forensic Acute Care Team program documentation on patients for completeness;
+ Provide feedback to examiners and quality improvement initiatives to maintain SAFE Center of Excellence and regulatory compliance;
+ Participation in the peer review process once per quarter for each FACT Examiner;
+ Assist with the development of quality metrics and meet quarterly to review compliance with quality metrics
+ Quality review of medical records for patients presenting for complaints of sexual assault and assessments within 48 hours of presentation. This includes the ED Chart, FACT program chart, photo-documentation, medications, evidence collection kit and DFSA kit usage. Develop and maintain quality SAFE clinical training.
+ Identify SAFE Training needs and implement training in conjunction with the respective Education Department (Medicine/Nursing)
Clinical
+ Provide forensic examinations during standard working hours;
+ Provide photo documentation of sexual abuse for all cases in the hospital;
+ Provider forensic photo-documentation of potential cutaneous injuries in cases where concern for child abuse/ domestic violence/elder abuse/abuse of adults with disabilities present for care to the WMCHealth Valhalla campus during regularly scheduled hours.
+ Monitor Abuse, Neglect, Exploitation, Trafficking screening statements;
+ Provide back up on call coverage to WMC when simultaneous cases present and/or when an on-call FACT Examiner is ill.
+ Conduct on-site educational sessions for referral sources (college campus, medical programs and community physicians) on sexual assault services.
+ Provides clinical and technical assistance for WMC compliance with DOH requirements for the evaluation and management of patients presenting with sexual assault.
Educationand
Experience:
Possession of a valid license and current registration, issued by the New YorkState Department of Education, as a Registered Professional Nurse, an Associate degree* in Nursing and six years of professional nursing experience including three years at a supervisory level. Preferred: Department of Health (DOH) NY-SAFE certification and completion of SANE-A and SANE-P courses.
