Position Description
Position Summary
The Measurement-Manager, Business Solutions (Biz Sol) provides strategic and operational leadership for the Business Solutions team within the Measurement organization. This role serves as the bridge between business users and IT, ensuring alignment of technology solutions with Measurement's strategic and operational priorities. The manager oversees system enhancements, data reporting, process improvement, and analytics initiatives that drive efficiency, accuracy, and business insight across Measurement.
The ideal candidate is both a people leader and a strategic thinker — capable of guiding a multidisciplinary team of business analysts, project managers, and data/reporting specialists while partnering closely with Measurement, System Support, IT, and field operations.
Key Responsibilities
Team Leadership & Strategy
+ Lead, coach, and develop a cross-functional team responsible for business analysis, product ownership, project management, reporting, QA support, and process improvement.
+ Define and execute the team's mission, vision, and roadmaps in alignment with Measurement leadership and organizational goals.
+ Promote a culture of collaboration, precision, innovation, empowerment, and accountability.
+ Establish clear objectives, KPIs, and performance metrics for the team and report progress regularly to leadership.
Stakeholder & Cross-Functional Collaboration
+ Act as the strategic liaison between Measurement, IT, and System Support, ensuring strong alignment on priorities and deliverables.
+ Collaborate with field operations, EHS, and other business units to understand needs, translate requirements, and guide delivery of solutions that improve data accuracy and efficiency.
+ Lead quarterly roadmap reviews, stakeholder engagement sessions, and feedback loops to maintain transparency and continuous improvement.
+ Partner with leadership to identify, prioritize, and resource new initiatives and system enhancements.
Business Analysis & Product Ownership
+ Oversee the creation and quality of Statements of Scope (SOS), Business Requirements Documents (BRD), and Functional Requirements Documents (FRD).
+ Ensure requirements are gathered, validated, and communicated effectively to IT, maintaining alignment throughout the SDLC (Software Development Life Cycle) process.
+ Direct the prioritization of enhancements and bug fixes through a structured, transparent framework tied to business impact and urgency.
+ Ensure that delivered solutions meet defined business needs and are effectively transitioned to support teams and end users.
Process Improvement & Project Management
+ Manage the portfolio of monthly bug releases and quarterly enhancement projects, ensuring predictable delivery and quality outcomes.
+ Identify and implement process improvements that reduce rework, improve stability, and optimize system functionality.
+ Oversee team participation in quality assurance (QA) testing, ensuring that business validation occurs before deployment.
+ Guide project scoping, risk assessment, and delivery tracking using defined methodologies.
Data Analysis & Reporting
+ Guide the development and support of SSRS and Power BI reports, dashboards, and analytical tools to support Measurement operations and leadership.
+ Oversee data analysis initiatives that identify trends, anomalies, and opportunities for improvement.
+ Ensure team members maintain and improve supplemental tools and applications that enhance reporting and efficiency.
+ Champion the use of data-driven decision-making within the Measurement organization.
Governance, Communication, & Continuous Improvement
+ Oversee the Measurement system access and approve all security requests.
+ Ensure consistent documentation standards, templates, and user materials are maintained and accessible.
+ Lead semi-annual strategy meetings and annual charter reviews to evaluate progress and align future objectives.
+ Foster open communication across the team and stakeholders, promoting transparency and shared understanding of goals and challenges.
Position Requirements
Education
+ Bachelor's degree in Business, Computer Science, Information Systems, Engineering, or a related field.
Experience
+ 7+ years of experience in Business Analysis, Measurement Systems, or IT Project Management.
+ Proven leadership experience managing cross-functional teams.
+ Strong understanding of SDLC, requirements documentation, and QA/testing practices.
+ Experience managing portfolios of projects or enhancement initiatives.
+ Proficiency with SQL, SSRS, and Power BI required; VBA or automation experience preferred.
+ Familiarity with gas and liquid measurement fundamentals, data, processes, and systems within the energy industry is strongly preferred.
+ Must possess and maintain valid driver's license and a driving record satisfactory to the company and its insurers (for travel).
