    Job Description:

    Responsible for developing, implementing, and managing compliance programs for Resource Conservation and Recovery Act (RCRA), Safe Drinking Water Act (SDWA), Underground Injection Control (UIC), Toxic Substances Control Act (TSCA), Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), and DOT Hazardous Materials Transportation Act (HMTA) programs. Develop, plan, and prepare environmental studies and reports for assigned projects; provide guidance, support, and leadership for these programs throughout the company. Maintain and/or develop programs, procedures, and records to comply with local, state, and federal environmental statutes.

    Note:

    There is one position available and the position will be filled at one of four job grade levels: Environmental Planner I, job grade 7; Environmental Planner II, job grade 8, Environmental Planner III, job grade 9; or Senior Environmental Planner, job grade 10. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

    Senior Environmental Planner

     

    Hiring Salary Range: $106,000-135,000

     

    Environmental Planner III

     

    Hiring Salary Range: $96,000-$121,000

     

    Environmental Planner II

     

    Hiring Salary Range: $86,000-$108,000

     

    Environmental Planner I

     

    Hiring Salary Range: $77,000-$96,000

     

    Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

    Responsibilities:

    + Ensure compliance with waste, water, TSCA, and DOT Hazardous Materials environmental laws by maintaining in-place compliance programs, obtaining necessary permits and approvals, preparing applications, and complying with regulatory recordkeeping and reporting requirements.

    + Monitor and recommend interpretation and application of newly promulgated and emerging regulations and requirements under RCRA, TSCA, SDWA, UIC, FIFRA, and HMTA and other federal environmental statutes, as applicable.

    + Develop and provide environmental training for employees regarding relevant environmental compliance issues.

    + Request proposals for studies and services from outside consultants; assist with preparation of technical provisions and evaluation of bidders.

    + Interface with Colorado Department of Public Health and Environment (CDPHE), New Mexico Environment Department (NMED), U.S. Environmental Protection Agency (EPA) and other environmental regulatory agencies as necessary.

    + Assist in the administration of schedules and budget preparation and review for environmental projects, as well as the annual functional area budget.

    + Assist in conducting self-evaluations of Tri-State facilities and its subsidiaries.

    + File or provide for filing of environmental reports required by government agencies.

    + Serve as a member of Tri-State’s spill response team.

    + Prepare reports and special projects, as requested.

    + Assist in the development and updating, as necessary, plans for Tri-State facilities and its subsidiaries to comply with environmental laws.

    + Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job.

    + Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

    Qualifications:

    Education and Training

    + Bachelor's degree in physical or biological sciences or related area, or equivalent combination of education and/or experience.

    Knowledge, Skills, and Ability:

    + Working knowledge of RCRA, TSCA, SDWA, UIC, FIFRA, and HMTA and other federal environmental statutes.

    + Physical ability to make field inspections.

    + Ability to communicate effectively, both verbal and written, particularly with regulatory agencies.

    + Working knowledge of the PC and corresponding business software, including word processing and spreadsheets.

    + Ability to maintain effective working relationships.

    Other:

    + Willingness to travel up to 30 percent of the time on an annual basis. (Must possess a valid driver’s license.
