    Position Title:

    Policy and Engagement Coordinator

    Job Description:

    The Salt Lake City Council Office seeks a Policy & Engagement Coordinator to lead outreach and engagement efforts on key policy projects and priorities. This role is critical in creating and implementing multi-channel public engagement campaigns that encourage meaningful community participation and ensure transparency in the Council's decision-making processes.

     

    The ideal candidate will be a creative storyteller and strategic thinker who is passionate about civic engagement and skilled at making complex information accessible to diverse audiences.

     

    This is an appointed, at-will, full-time position without tenure and exempt from the career service system.

    Salary Range: $74,000/yr. to $79,000/yr.

    Key Responsibilities:

    + Develop and execute comprehensive public engagement plans for Council priorities and policy issues under review

    + Identify objectives, strategies, action plans, resource requirements, and project timelines, ensuring effective and timely outreach

    + Craft clear, concise, accessible messaging, maintaining a consistent voice across Council communications

    + Transform complex policy information into engaging, visually compelling materials that resonate with everyday residents

    + Develop new approaches to adapting content and information to engage specific target audiences while maintaining relevance to a broader audience

    + Ensure all materials meet accessibility standards and are available in multiple languages when appropriate

    + Work closely with Council policy analysts to ensure messaging accuracy and alignment with Council priorities

    + Partner with the communications team to distribute content across digital and traditional channels

    + Coordinate with City departments on projects that span both legislative and executive branches

    + Lead planning, coordination, and promotion of public engagement events

    + Perform related duties to support the Council's communication and engagement efforts.

    Recent Campaign Examples:

    City Budget Engagement (FY 2024-25 (https://tinyurl.com/SLCFY25) , 2025-26 (https://tinyurl.com/SLCFY26) ): Multi-phase campaigns that increased public participation in the Council’s budget process by engaging residents through neighborhood meetings, online surveys, and digital and print outreach. Created accessible budget explainer materials that broke down a $2B+ budget into understandable impacts on residents’ daily lives.

     

    Fighting the Freight Train Crisis (https://tinyurl.com/SLCTrains) : A grassroots advocacy campaign that mobilized residents and generated media attention on freight train impacts to Westside neighborhoods. Gathered public testimony, produced engaging visual assets, and maintained consistent messaging across multiple platforms.

     

    FY26 Capital Improvement Program (https://tinyurl.com/SLCFY26CIP) : A campaign for an annual program, promoting community project submissions and gathering input on proposed infrastructure investments using interactive maps and multilingual materials to ensure broad participation across all neighborhoods.

    Required Skills and Qualifications:

    + Education: Bachelor's degree in communications, English, journalism, marketing, urban planning, business, political science, public relations, or related field (or equivalent professional experience).

    + Experience: 1-3 years in public engagement, strategic communications, policy analysis, or related field.

    + Writing Skills: Exceptional writing and editing abilities with demonstrated skills in creating clear, accessible content for diverse audiences.

    + Project Management: Proven ability to manage multiple projects simultaneously in a fast-paced environment, meeting deadlines consistently.

    + Strategic Thinking: Experience developing and implementing strategic communication or engagement plans from concept to execution.

    + Communication Skills: Strong verbal communication skills with ability to present complex information clearly to various audiences.

    + Flexibility: Ability to adapt strategies quickly in response to changing priorities and circumstances.

    + Detail-Oriented: Meticulous attention to detail while maintaining focus on big-picture goals.

    Preferred Skills and Qualifications:

    + Experience with Adobe Creative Suite or other design tools (Canva, Figma, etc.).

    + Content production skills: video editing, photography, or graphic design.

    + Experience using project management software (Asana, Monday.com, Trello, etc.).

    + Bilingual or multilingual skills (Spanish highly valued).

    + Experience creating content for multilingual and culturally diverse audiences.

    + Understanding of accessibility best practices (WCAG standards, plain language principles).

    + Familiarity with Salt Lake City government, community organizations, or local civic issues.

    + Experience with public engagement platforms (GoVocal, Survey123, etc.).
