    General Statement of Duties / Distinguishing Features of the Class

     

    Continued Employment is Based on Grant Funding

     

    The Disease Prevention Specialist provides comprehensive public health services in disease intervention related to the treatment, control, education, and prevention of sexually transmitted diseases (STD), Hepatitis C (HCV), and other communicable diseases. This position will collaborate with state and local partners, manage MIDIS data, and provide education and technical assistance to health care providers and community members to prevent and control the spread of infectious diseases.

     

    This position is distinguished by its emphasis on active outreach, investigation, and follow-up with individuals and communities affected by communicable diseases. The work involves collaboration with healthcare providers, laboratories, and community agencies to ensure prompt intervention and education.

     

    Examples of Essential Work (Illustrative Only)

     

    + Assists with the implementation of multiple strategies, initiatives, and activities that promote health, in settings including, but not limited to Health Department buildings/sites, homes, community organizations and businesses, schools, and the community in general.

    + Develops and promotes and/or markets health education materials and information that are accurate, culturally appropriate, and educationally sound.

    + Gathers, organizes, and maintains data for program monitoring, evaluation, and improvement.

    + Provides education to individuals and community groups that are adapted to their unique needs, lifestyle, cultural and socio-economic situation.

    + Obtains and completes appropriate forms, ensures client confidentiality, and maintains orderly records. Follows established policies and procedures as well as state and federal laws that govern the release of healthcare information and other client data.

    + Documents assessment and intervention data in applicable records. Uses established forms, databases, and documentation practices.

    + Participates in the Butte-Silver Bow Health Department’s Community Health Needs Assessment and Community Health Improvement Plan and intervention activities.

    + Ensures accuracy, completeness, and quality of data for health promotion, evaluation, and quality improvement efforts.

    + Demonstrates knowledge regarding and compliant with applicable guidelines and any other federal and state laws and regulations applicable to a public health professional.

    + Contributes to a work environment where continuous quality improvements in service and professional practice are pursued.

    + Delivers targeted, culturally appropriate information to help individuals and groups understand health promotion information, policies, regulations, and local code.

    + Uses appropriate methods for interacting effectively and professionally with people of all ages and from diverse cultural, socioeconomic, educational, racial, and ethnic backgrounds, as well as diverse sexual orientations, lifestyles, and physical abilities.

    + Adheres to ethical principles and Butte-Silver Bow Health Department policy in the collection, maintenance, use, and dissemination of data and information.

    + Responsible for using quality improvement (QI) and performance management (PM) processes and/or techniques to improve the effectiveness of the program.

    + Performs other duties as assigned.

    Required Experience, Training, Knowledge, Skills, and Abilities

    Knowledge, Skills, and Abilities:

    + Knowledge of the transmission, prevention, and risk reduction of STDs, HCV, and other communicable diseases.

    + Knowledge of blood-borne pathogen control methods.

    + Knowledge of standard precautions and infection control practices.

    + Knowledge of basic computer skills including the ability to utilize database, spreadsheet, and word processing software.

    + Knowledge of interviewing and counseling techniques and principles.

    + Knowledge of epidemiology, contact investigation, tracing, and notification of communicable diseases.

    + Knowledge of educational/prevention methods and techniques as applicable to people of diverse cultures and backgrounds.

    + Skilled in motivational interviewing and counseling, conducting interviews of a highly personal nature. Skilled in community-building and public educational presentations.

    + Skilled in telephone and in-person interviewing to complete investigations with clients. Ability to maintain confidentiality of patients.

    + Ability to gain the confidence of and establish rapport with diverse personalities and difficult-to-reach individuals. Ability to communicate/work effectively and professionally within a team environment.

    + Ability to establish and maintain effective working relationships with team members, staff, other professionals, and the public, especially high-risk populations.

    + Ability to maintain work organization and time management.

    + Ability to accurately record detail in data entry and case reporting within multiple medical records.

    + Ability to discuss sensitive and confidential health matters with clients in a compassionate and nonjudgmental, yet direct manner.

    Due to the need for all Health Department personnel to respond to public health emergencies, the employee must be assessed for his/her ability to meet the physical demands of performing the following activities:

    + Must be able to be fitted and wear NIOSH 95 mask.

    + Engages in the following movements: Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, grasping, feeling, and writing and repetitive motions.

    + Exerts up to 30 pounds of force occasionally, and/or a negligible amount of force constantly to move objects.

    + Hearing ability sufficient to communicate with others effectively in person and over the phone.

    + Visual ability must be sufficient to read documents, computer screens, and drive a vehicle.

     

    If unable to demonstrate these abilities based upon a standardized, objective assessment, all reasonable accommodations will be made, in compliance with the Americans with Disabilities Act and any other applicable federal and Montana law.

    Working Conditions While Performing Essential Functions:

    + General office setting in the Health Department facility, as well as various community locations and nontraditional settings.

    + Work performed in the community is sometimes subject to conditions that range from inclement weather to dangerous conditions such as snow/ice, cold, heat, noise, wetness/humidity, vibration, sudden temperature changes, and poor illumination at the job site or due to travel on the job. Travel to and from field locations may subject worker to increased risk of driving hazards.

    + Community locations may subject worker to communicable diseases, insects and other disease vectors, toxins, hazardous materials, chemicals, and animals.

    + In all settings, employees in this classification may occasionally need to relate to members of the public who exhibit challenging, atypical, or hostile behaviors and/or communication.

     

    Equipment Used to Perform Essential Functions: Computer, fax, copier, personal or county vehicle, and various equipment and supplies.

    Acceptable Education, Experience and Training:

    + Bachelor’s degree in public health, health education, behavioral sciences, social sciences, or health-related field; or

    + Associate's degree in a health-related field and two years of related experience; or

    + High school diploma or GED and five years of related experience.

    License, Certifications, and Other:

    National Incident Management System (NIMS)/Incident Command System Training (ICS) 100, 200, and 700 within six months of employment.

    Required Special Qualifications:

    + Valid Montana driver’s license, current certificate of vehicle insurance, and access to reliable transportation to all assigned work locations.

    + Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below.

    •2.08.010 Residence during employment. From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
