DBHDD – Who We Are
Established in 2009 by the Governor and General Assembly, the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) operates state hospitals and provides community-based services statewide through contracted partners. Our mission is to lead an accountable and effective continuum of care, supporting all Georgians with behavioral health challenges and intellectual and developmental disabilities. As Georgia’s vital public safety net, our vision is to ensure easy access to high-quality care that guides the uninsured and underinsured people we serve toward a life of recovery and independence.
Services and Responsibilities
• Direct and oversee core HR functions, including compensation, benefits, employee engagement, performance appraisal systems, employee relations, grievance resolution, and disciplinary investigations.
• Collaborate with executive and senior leadership to align all HR functions, policies, and initiatives with agency goals and strategic objectives.
• Champion and spearhead major initiatives related to change management, employee engagement, and the development of a progressive workplace culture.
• Facilitate the effective collection and evaluation of HR data analytics; develop, communicate, and monitor key HR metrics to support data-driven decision-making.
• Guide and mentor HR staff (including managers, consultants, and administrative support) while providing expert consultation to executive leaders and program managers on complex HR matters.
• Establish operational partnerships by collaborating with internal and external strategic partners on HR initiatives that advance agency goals and objectives.
• Lead the modernization of HR information systems, workforce solutions, policies, and procedures across the department.
Required Skills/Abilities:
• Proven experience as an HR Director or Senior HR Manager.
+ Expert-level knowledge of human resource management principles, best practices, and employment legislation and regulations.
• Exceptional organizational, strategic planning, and managerial abilities.
+ Demonstrated proficiency in budget management and utilizing HR data analytics for decision support.
+ Effective verbal, written, and interpersonal communication skills.
Physical Requirements:
• Ability to sit for prolonged periods while working at a desk and on a computer.
• Occasional ability to lift and carry up to 15 pounds.
• Frequent travel across the state of Georgia is required.
Education and Experiences:
• Bachelor’s degree in human resources, public administration, or related field
• 5–10 years of progressive HR experience, including leadership in public sector or large organization(s).
• Strong knowledge of HR systems, labor laws, and workforce trends.
Preferred Qualifications:
• Master’s degree in human resources, public administration, or related field.
• SHRM or HRCI certification.
