Purpose of Classification
The purpose of this classification is to perform advanced technical and professional work in the processing and maintenance of payroll transactions and data, tax information, and required State and Federal payroll reports. Work is performed under the general supervision of the Deputy Finance Director or Finance Director in the preparation and processing of the City’s payroll. Work involves a variety of duties relating to the payroll function.
Essential Functions
The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Receives, reviews/verifies, and processes Employee Activity Reports; records employee status changes such as promotions, salary changes and retirements; records employee information changes such as direct deposit, tax, credit union, deferred compensation and dependent insurance; records schedule changes for departments; records bonus vacation hours.
Maintains payroll system processing with frequent review.
Coordinates and implements payroll processes including maintaining account codes, overseeing the entering of hours, making corrections, ordering reports, verifying trails, and executing and balancing final active payroll to issue paychecks.
Maintains systems, performs maintenance of earnings and deduction codes.
Coordinates scheduling and maintenance of ATSPrintfreedom system; inputs and maintains deposits, and W4 and W2 information.
Maintains deduction balances for deferred compensation, and other voluntary and involuntary payroll deductions.
Assists Human Resources by providing payroll and wage information needed to calculate employee benefits.
Creates and processes supplemental checks and voids and stop payments through the bank.
Ensures departmental payroll processing compliance with union contracts, and Human Resources/Payroll policies and procedures.
Calculates retroactive pays and lump sum payments; verifies Hours Proof report against departmental time sheets.
Oversees the preparation and processing of direct payment requests from payroll deductions related to insurance plans, retirement payouts, garnishment of wages, union dues, and various fees or fines; prepares memos providing explanations of payroll deductions to City employees.
Assists employees with concerns and questions regarding pay rates or calculation of pay.
Prepares the Community Redevelopment Agency’s (CRA) payroll and processes changes.
Prepares various tax reports related to payroll withholdings, social security, Medicare, and unemployment; submits reports to state and federal agencies on a quarterly and annual basis.
Processes and monitors employee and employer contributions to the Health Savings Accounts (HSA).
Receives and responds to questions and issues related to payroll; researches issues and initiates problem resolution. Provides training to educate staff on problem resolution.
Assists with year-end process.
Conducts payroll research and makes adjustments as needed.
Runs manual checks for emergency vacation cash out, lost checks and other approved situations.
Evaluates work policies and procedures and office standards; devises new work methods, policies and procedures as needed. Reviews and processes claims for workers' compensation; maintains related files and records; prepares wage statements.
Completes various forms, surveys and reports including income verifications, unemployment reports, and surveys.
Prepares and distributes W-2 wage statements to City employees; provides duplicate forms upon request.
Processes Affordable Care Act forms 1094C and 1095C.
Coordinates and provides assistance with requests for information during the external audit process.
Responds to requests for information from the Pension Administrators.
Maintains a comprehensive, current knowledge of City policies and procedures, union contracts and all payroll related regulations.
Maintains listings of new, transferred and terminated employees for insurance administration.
Coordinates with Human Resources to update premium changes in computer during open enrollment for insurance; prepares and processes payments for insurance programs and employee benefit deductions.
Prepares payroll reports as needed.
Operates a personal computer, general office equipment, scanner, shredder, and other equipment as necessary to complete essential functions; uses payroll software, word processing, spreadsheets, database, e-mail, internet, or other computer programs.
Communicates with supervisor, employees, other divisions, other departments, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a comprehensive, current knowledge of applicable union contracts, the Personnel Policy Manual, and various payroll regulations.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
Minimum Qualifications
+ High school diploma or valid equivalent; and
+ Three (3) years previous experience including the processing and transmission of payroll.
PREFERRED QUALIFICATIONSMinimum Qualifications for education and experience must be metbeforeconsideration of the following Preferred Qualifications:
+ Associate's degree in Finance, Business or Accounting.
+ One (1) year of previous government experience in finance;
+ CPP Certification or FPC certification
+ Experience with City's enterprise system.
+ Experience with Kronos system.

Knowledge of standard principles, practices, methods, and techniques of payroll administration.
Knowledge of City, State, and Federal law, rules, and regulations controlling payroll and pension processing and record keeping.
Knowledge of automated Human Resources/Payroll Systems.
Knowledge of labor and public record laws pertaining to payroll and ability to apply said laws to the procedure of processing payroll.
Ability to learn the proper application of City payroll, budget, insurance, and benefit programs, policies and procedures.
Ability to make arithmetic computations and conduct statistical analyses.
Ability to accurately complete detailed paperwork and computations.
Ability to work under pressure and abide by strict deadlines.
Ability to establish and maintain effective working relationships with employees and the general public.
Skilled in mathematics and accounting principles.
Ability to effectively use all job related software.

Health Insurance
The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).
Dental Insurance
Premiums for eligible employees are paid by the City. Premiums for any covered dependent are paid by the employee with a contribution by the City.
Vision Care Plan
Premiums for eligible employees are paid by the City. Premiums for any covered dependent(s) are paid by the employee.
Life Insurance / Accidental Death and Dismemberment Insurance
The City provides each eligible employee with term life and accidental death insurance.
Supplemental Life Insurance / Supplemental AD&D Insurance
Employees may purchase supplemental term life insurance on an individual-choice basis with premiums based on age. A matching amount of Accidental Death insurance may also be purchased.
Dependent Life Insurance

City Retirement / Pension Plans
The City has pension plans for general employees, police, and firefighters. Each plan is contributory with both the employee and the City contributing to the program.

Vacation
All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment.
Holidays
The City observes12 paid holidays throughout the year.
Sick Leave / Family Sick Leave
Full-time employees accrue one day of sick leave per month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family.

The Tuition Assistance Program reimburses eligible employees for successful completion of approved courses leading to Associate, Bachelor and Master degrees.

Section 125 Plan for Health and Dental Premium
Section 125 of the Internal Revenue code allows you to have your dependent coverage premiums deducted before payroll taxes are withheld resulting in tax savings to you.
Flexible Spending Accounts
Employees may participate in flexible spending accounts for reimbursement of medical and/or dependent care expenses.
Direct Deposit
Employees may have their bi-weekly paycheck deposited to the financial institution of their choice.
