    Brief Description

    The Assistant Director, Legislation and Political Action is responsible for:

    + Serving as a registered lobbyist for the College in advocating its views to Congress.

    + Proposing and implementing strategies and tactics to achieve the College’s public policy and legislative agenda including, directly lobbying Members of Congress and congressional staff on CAP issues, attending political fundraisers, and building and maintaining relationships with Members of Congress, congressional staff, and other health-care related organizations.

    + Managing issue campaigns, influencing-policy outcomes, and providing sound legislative and political analysis.

    + Making judgments regarding strategic and tactical decisions and operating with minimal supervision.

    Specific Duties

    Primary duties and responsibilities of the Assistant Director, Legislation and Political Action

     

    + Identify and analyze issues and legislation that would impact pathologists and laboratory medicine, the CAP laboratory accreditation program, and other CAP interests.

    + Propose and implement effective strategies to influence Congress to support the CAP on these issues.

    + Develop and maintain access to, and constructive and influential working relationships with:

    + Key Members of Congress, including Leadership

    + Members and Committee staff of the House Ways and Means Committee, House Energy and Commerce Committee, Senate Finance Committee, and Health, Education, Labor, and Pensions Committee

    + Identify and secure opportunities for the College to positively increase its presence on Capitol Hill, including securing high value meetings for CAP leaders with key Members of Congress and testifying before congressional committees on pathology and clinical laboratory issues.

    + Secure congressional support to favorably influence regulatory policy outcomes for CAP.

    + Secure congressional support for CAP nominees to federal advisory committees.

    + Regularly host, co-host, or attend congressional fundraisers for targeted Members of Congress.

    + Advise the Director of Political Programs on congressional targets and contribution amounts for Members of Congress.

    + Advise the Director of Political Programs on grassroots strategies to achieve legislative goals.

    + Develop and maintain constructive working relationships with legislative representatives of the clinical laboratory coalition, the medical specialty societies, hospital industry, and other health care entities.

    + Advise College governing bodies, individual members, and staff on the status and impact of legislative issues, including composing briefing materials as well as provide oral and written updates and presentations on assigned issues.

    + Staff the CAP’s Federal and State Affairs Committee, which includes developing legislative reports for the Committee, presenting to the Committee, and working with the lobby team to lead one or more workgroups of the Committee.

    + Coordinate with the lobby team to develop and lead the legislative advocacy portion of the CAP’s annual pathology leadership summit.

    + Develop relationships with CAP members and regularly respond to their questions and anticipate their needs.

     

    Knowledge / Skills Required / Preferred

    Personal:

    + Self-directed, highly motivated, team player, with excellent verbal and written communication skills, including, strong interpersonal skills and public speaking experience.

    Professional:

    + Working knowledge of the legislative process.

    + Politically attuned.

    + Ability to analyze and interpret legislative and regulatory documents.

    + Ability to think strategically and devise action plans to advance a legislative agenda.

    + Able to manage issues, cross-departmental teams, recommend and implement strategies independently, recommend and make tactical decisions, and navigate internal process and procedures to accomplish organizational objectives.

    Technical:

    + In-depth knowledge of the legislative and political process and workings of the Hill.

    + Ability to use a variety of computer applications, including Microsoft Word and Power Point.

     

    Education / Experience

    Education:

    + Minimum of bachelor’s degree, advanced degree in law, public health, or public policy preferred

    Experience:

    + Established relationships with Members of Congress and key congressional staff are required.

    + Background in health care legislative and/or regulatory issues is required.

    + At least 5 years of public policy advocacy experience on health care issues is required. Prior work experience with health care trade associations, membership organizations, or non-profits is strongly preferred. Experience working on Capitol Hill with one of the committees of jurisdiction, a member of the House or Senate Leadership, or other congressional office on health issues, is preferred.

    + Prior lobbying and/or advocacy experience is required.

    Additional Criteria

    + Travel – Position will require 10 percent travel (will involve some weekend travel)

    + This position is based out of Washington, DC. Candidates must reside within 75-miles of Washington, DC

    + Salary: $114,000 - $146,000
