Job Description
As a Foundations Enablement Solutions & Transitions Manager at General Motors, you will play a critical role in shaping how work flows across the HR ecosystem. You will be responsible for leading the intake, evaluation, and routing of all requests entering the Foundations Enablement organization, ensuring that each initiative is properly assessed, prioritized, and directed to the right area of ownership.
In addition to driving organizational clarity and alignment, you will lead a team of Foundations Enablement Solutions Leads who serve as key partners to HR and business stakeholders. Together, you will help determine whether incoming requests should be addressed by the People Services Center, On-Site People Operations, HR Technology, Change Management, or other business areas — or whether they represent work that should be streamlined, automated, or discontinued.
This position requires a leader with strong analytical thinking, business judgment, and a collaborative approach to decision-making. You will play a pivotal role in ensuring that work across the HR function is aligned to the right resources, delivering efficiency, transparency, and measurable impact.
Key Responsibilities
Leadership & Team Development
+ Lead, coach, and develop a team of three Foundations Enablement Solutions Leads.
+ Provide guidance, direction, and performance feedback to ensure consistent, high-quality evaluation and decision-making across all incoming requests.
+ Foster a collaborative, solution-oriented culture focused on clarity, accountability, and partnership with stakeholders.
+ Promote knowledge sharing, standardization, and continuous improvement within the team.
Work Intake & Evaluation
+ Serve as the primary intake point for all requests coming into the Foundations Enablement organization.
+ Review and analyze business problems and opportunities to understand their scope, complexity, and potential impact.
+ Partner with stakeholders to clarify requirements, desired outcomes, and resource implications.
Solution Assessment & Routing
+ Evaluate each request to determine the most appropriate ownership—whether it belongs with the People Services Center, On-Site People Operations, HR Technology, Change Management, or another business area.
+ Identify requests that represent non-value-add or redundant work and provide recommendations to discontinue or redirect as appropriate.
+ Ensure clear accountability and seamless handoffs once work is assigned to the appropriate team.
Transition Management
+ Oversee the transition of work to the correct teams, ensuring alignment on scope, timing, and deliverables.
+ Collaborate closely with the Project Management Leader and other Foundations Enablement leaders to maintain visibility across the full portfolio of incoming and active work.
+ Monitor progress on routed items to ensure timely completion and resolution.
Strategic Partnership & Process Improvement
+ Partner with HR and business leaders to identify recurring or systemic challenges and propose sustainable, long-term solutions.
+ Contribute to the development and refinement of intake and triage processes, ensuring transparency, consistency, and scalability.
+ Work with stakeholders to design future state process.
+ Provide insights and recommendations to improve how Foundations Enablement delivers value to the broader HR and business community.
Required Qualifications
+ 7+ years of experience in HR, operations, process design or program management within large, complex organizations.
+ Proven success in process design
+ Experience managing and developing a team of professionals or solution leads.
+ Demonstrated ability to evaluate business problems and guide solutions across diverse stakeholder groups.
+ Strong understanding of HR operating models, including shared services, field operations, and HR technology.
+ Excellent communication, facilitation, and influencing skills.
+ Proven success working in highly collaborative, matrixed environments.
+ Analytical mindset with the ability to assess impact, value, and resource alignment across multiple priorities.
Preferred Qualifications
+ Bachelor’s degree in Human Resources, Business Administration, or a related field.
+ Master’s degree or relevant certifications (e.g., PMP, Prosci Change Management, Lean Six Sigma).
+ Experience in HR transformation, solution design, or portfolio management.
