Summary
Drive the development of corporate US import compliance strategies, monitor the team performance and metrics. Incorporate the US import compliance vision into all elements of the plan. Recognize subject matter experts on the import compliance process, tools and applications. Manage a team of direct and indirect resources to effectively support the execution of the strategy deployment plans. Contribute to multi-functional, regional and global assignments.
Detailed Description
Drives US import compliance requirements throughout the supply chain and within the organization.
Manages the effort to identify and develop US import compliance process improvements to meet current and future business needs.
Leads efforts to minimize US Customs fines/penalties and mitigate duty/tariffs impacts through free trade agreements (USMCA), FTZs/bonded warehouses, and HTS Chapter 98 provisions.
Manages the administration and adherence of all US customs broker contracts and agreements, including monthly KPI’s and business reviews
Participates in business process improvements to help achieve reduced customs entry delays and improved transit times. Works to ensure Celestica is compliant with US customs and regulatory laws.
Drives the establishment of strong policies and procedures for US import compliance processes.
Leads Trade Agreements Act (TAA) and Buy America Act (BAA) qualification efforts.
Oversee the development and implementation of US import compliance requirements training where needed.
Directly manages a group of import compliance employees, including employee training, performance, measurement, development, motivation, and recognition.
Establishes department goals/ measurements and manages resources to achieve these goals including financial forecasting of Trade Compliance expense
Monthly operational and financial reporting of trade compliance expenses, refunds and recoveries working with various stakeholders within the company
Reviews technology, AI tools and makes strategic recommendations to improve the flow of Trade Compliance information
Knowledge/Skills/Competencies
In-depth knowledge and understanding of import compliance, with an understanding of how compliance impacts SCM, inventory, and site revenue management.
Broad knowledge of an electronic manufacturing environment, materials, and processes.
Strong knowledge in all areas of import compliance, including valuation methodologies, country of origin determinations, Harmonized Tariff Schedule (HTS) classification, and partner government agency requirements.
Excellent analytical, negotiation, and problem resolution skills.
Ability to communicate effectively, both verbally and in writing, with a wide variety of internal and external customers.
Expert-level import compliance metrics reporting ability and presentation capability.
Provide guidance and direction to business units to achieve US site compliance tariff management results and maintain a strong relationship with site GMs and Controllers.
Strong knowledge of Free Trade Agreements, HTS classifications, country of origin determinations, and Customs valuation methodologies.
Strong communication and presentation skills.
Significant skills required in multi-tasking and time management.
Ability to effectively lead, manage, train and motivate a diverse group of employees.~ Expert understanding and interpretation of customs rules and regulations.
Extensive knowledge of global supply chain and manufacturing processes and integrated ERP (SAP) applications.
Strong knowledge of US import/export laws.
Ability to design and develop complex systems, processes, and business relationships.
Strong cross-functional project and team leadership skills.
Ability to handle multiple tasks while maintaining attention to detail and accuracy, and working under tight time deadlines.
Broad understanding of financial reporting, measurements as it relates to Trade compliance

+ Duties of this position require continuous light physical effort and exertion including prolonged repetitive motion, standing, sitting in a confined work space,
+ Occasional overnight travel is required.
Typical Experience
+ 10 years + in the Trade Compliance field
+ Experience working for a customs broker and/or high volume electronics importer
+ Position requires a Customs Broker License
Typical Education
+ Bachelor’s degree in Business, International Trade, or related field, or consideration of an equivalent combination of education and experience.
