Summary This position is located within the Facilities Management Service, Maintenance and Operations Service, Operation Section at the James A. Haley Veterans' Hospital in Tampa, FL. Responsibilities The Motor Vehicle Operator - Patient Transportation serves as a transportation service driver and fills in as a back up driver to all phases and areas of the medical center. This includes special mode patient transport, Tampa shuttle service, Bay Pines shuttle service, and any courier type services that requires any needed materials/cargo/hand mail service, food service pick up, and delivery of required transports. The Motor Vehicle Operator is to be proficient in all areas of the transportation service. The major duties include but are not limited to: Evaluates unusual situations as they arise and makes appropriate decisions to ensure the safety of patients or cargo; Abides by all city, state, and Federal regulations governing the operation of motor vehicles; Maneuvers vehicles over improved and unimproved roads at up to and including highway speed; Operates passenger buses, patient transport handicap high top vans, compact sedans, mini vans, and large passenger vans; Transports patients under non-emergency situations to and from various locations throughout the state; Uses proper techniques of loading, unloading, and securing patients, equipment, and cargo; Enters all required motor vehicle reports and records as directed; Completes all daily trip report annotating data such as mileage, driving times, any problems encountered with the vehicle, and any issues arising with patient transport; Performs pre-trip inspections on all vehicles before departure; Corrects minor vehicle problems such as lamps, flat tires, tire pressure, and fluid levels; Carries a cell phone and/or page at all times while on duty and responds to each call/page promptly; Makes proper judgments in the loading, arranging, and unloading of various types of patients, patient wheelchairs, litters, and cargo; Operates a wide variety of motor vehicles with varying overhead and side clearances, braking distances, and turning radius; Operates assigned vehicles in various weather and road conditions when transporting patients and cargo to their destination; Uses hand tools, small power tools used in ground maintenance, and to perform general duties when assigned to the Grounds Section; and, Performs other duties as assigned. Work Schedule: Monday through Friday, 6:30 a.m. - 3:00 p.m. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Qualifications Physical Effort and Work Conditions: The person in the position must handle objects weighing up to 50 pounds is required to move objects and persons weighing more with assistance on a regular basis. Assists medical personnel in the transfer of litter patients to and from beds and litters and the loading and unloading of patients to and from transport vans. Such tasks require physical exertion and frequent turning, stooping, and bending. Endures prolonged periods of driving and exert greater physical effort in maneuvering larger vehicles such as buses, trucks, and cargo vans. Changes tires, maintains tire pressure, fills vehicle fluids, and makes minor emergency repairs when the vehicle breaks down during operation to ensure proper vehicle operation. Operates vehicles in all types of weather and traffic conditions and is exposed to the danger of personal and vehicle accidents. Drives in heavily congested traffic conditions up to and including highway speeds on interstate highways and over complicated read and interchange systems. Interacts and maintains composure when dealing with patients with a variety of physical and mental disabilities. Exposed to the possibility of cuts, bruises, strains, etc., when loading and unloading patients and cargo. Work is occasionally dirty, dusty, and wet. May be required to use isolation precautions when transporting patients for extended periods of time. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume. Commercial Driver's License (SCREEN OUT): A current and valid state-issued Class A or Class B Commercial Driver's License (CDL) is required for this position (and must possess at application). NOTE: If the current and valid state issued Commercial Driver's License is out-of-state, you will be required to present a valid Florida license within 30 days of hire. NOTE: We cannot accept photographs; therefore, please do not submit a copy of your CDL driver's license with your application package. If an interview is requested, you will be required to provide a copy of your current and valid state-issued Class A or Class B Commercial Driver's License with Passenger Endorsement. The Selective Placement Factors for the position are: Must possess and maintain a current and valid Cardiopulmonary Resuscitation (CPR) Certification. Recertification is required every two (2) years. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
