Responsibilities
The Position:
JOB SUMMARY
+ The Certification Project Lead serves as the project engineering focal for Supplemental Type Certificate (STC) programs involving in-flight entertainment (IFE) and connectivity system installations on Part 25 transport category aircraft. This role is responsible for developing and executing the certification strategy, ensuring compliance with FAA regulations and ODA procedures, and driving tasks to successful STC approval.Acting as the bridge between certification, design, and program execution, the Certification Project Lead collaborates across multi-disciplinary engineering teams. This includes coordinating the structural, electrical, and systems integration designs and substantiation needed to deliver airworthy IFEC systems. The position oversees the development of aircraft integration engineering solutions, while managing the certification schedule and ensuring technical alignment throughout the program lifecycle.This role is highly collaborative and customer-facing, requiring direct interaction with FAA representatives, ODA Unit Members, airline customers, MROs, and third-party suppliers. The ideal candidate combines strong project engineering leadership and organizational skills with a deep understanding of aircraft certification processes, airworthiness standard compliance, and aircraft modifications.
MAJOR RESPONSIBILITIES.
+ Develop and execute the certification strategy and statement of work for STC programs involving in-flight entertainment (IFE) and connectivity system (IFC) installations on Part 25 aircraft.
+ Lead certification planning activities and coordinate directly with FAA and CAA representatives, ODA Administrators, and Designated Engineering Representatives (DER) / Unit Members (UM) to ensure timely approval of certification deliverables. Identify and surface issues as necessary.
+ Review and provide technical oversight of engineering data including wiring diagrams, equipment integration, structural/electrical substantiation, aircraft testing, and installation drawings to verify compliance with design and certification requirements.
+ Quote and manage all internal and external certification costs and keep project expenditures within allocated budgets.
+ Coordinate interface control among internal engineering teams, third-party suppliers, and customers to ensure seamless system integration and traceable design data.
+ Facilitate and participate in internal and external design reviews, providing certification input and resolving issues that affect airworthiness, compliance, or project schedule.
+ Manage configuration control of certification deliverables and maintain the Master Data List (MDL) in alignment with ODA procedures and regulatory requirements.
+ Drive program execution by managing certification schedules, tracking milestones, and identifying risks or dependencies that could impact delivery of STC approvals.
+ Troubleshoot design issues through drawing reviews, airplane to drawing comparisons and airplane testing.
+ Provide onsite support at aircraft retrofit locations. Act as Panasonic representative and control certification aspects relating to aircraft installation, inspection, and testing.
+ Participate in customer and program meetings as the certification representative, presenting program status, technical decisions, and compliance strategies.
+ Support continuous improvement of certification processes, with best practices and lessons learned to enhance consistency, efficiency, and alignment with company and ODA/regulatory procedures.
+ Utilize project management tools such as MS Project and other Office applications to plan, track, and communicate certification progress and deliverables.
+ Motivate excellence and influence cross-functional teams and suppliers outside of direct reporting lines to achieve certification and program objectives.

The salary or hourly wage range of $116,000 – $194,000 USD is just one component of Panasonic’s total package. The final offer amount may vary based on factors including but not limited to individual’s knowledge, skills, experience, and location. In addition, this role may be eligible for discretionary bonuses and incentives. The minimum hourly wage for this role will be the greater of the posted range, or minimum wage for the location where the employee will be working, subject to local minimum wage requirements.
Qualifications
EDUCATION/EXPERIENCE REQUIREMENTS
+ Bachelor’s degree in Aerospace Engineering, Electrical Engineering, Mechanical Engineering, or a related technical discipline required.
+ 9 years of experience as an engineer, 5+ years of aviation experience in systems and equipment or structures, 2+ years of experience installing and certifying avionics, and 2+ years of experience managing projects and suppliers.
+ Direct experience with FAA certification processes for Part 25 transport category aircraft, including development of STC or amended type design data.
+ Experience coordinating multi-disciplinary engineering teams (electrical, structural, systems) across internal and external organizations.
KNOWLEDGE/SKILL REQUIREMENTS
+ Requires an experienced and confident leader who demonstrates the capability to communicate issues and drive resolution between customer, suppliers, multiple Panasonic groups and multiple 3rd party suppliers.
+ Strong working knowledge of aircraft electrical systems, structural modifications, and system integration designs and substantiation relevant to IFE and IFC installations, including ability to interpret and review engineering data for compliance.
+ In-depth knowledge of FAA certification regulations, including 14 CFR Part 25, Part 21, and Part 43, with experience applying them to STC projects.
+ Comprehensive understanding of ODA procedures, including development and approval of certification data, means of compliance, and conformity processes.
+ Ability to define and manage certification plans, compliance checklists, and other regulatory documents in coordination with engineering and ODA Unit Members.
+ Demonstrated ability to work independently with strong organizational skills, attention to detail, and the drive to manage multiple concurrent programs to completion.
+ Excellent communication and interpersonal skills, with the ability to effectively interface with FAA representatives, ODA personnel, customers, and suppliers, as well as multiple levels in Panasonic organizations.
+ Outstanding problem-solving and decision-making skills, with the ability to assess technical and certification trade-offs under tight schedules.
+ Proven ability to lead through influence, motivating internal teams and external partners to deliver high-quality, compliant, and on-schedule results.
+ Able to perform effectively under pressure and collaborate with individuals from diverse cultural and organizational backgrounds
+ OTHER REQUIREMENTS
+ Ability for up to 25% travel domestic and internationally required.
