    Job Description:

    Responsible for leading the development, implementation, and maintenance of all Energy Management System (EMS)human/machine interface (HMI) displays. Responsible for coordinating activities with Transmission OT staff, System Operators, Grid Operation Specialists, and Member Systems where applicable to ensure seamless transitions and implementation of the EMS system.

    Note:

    There is one position available and the position will be filled at one of three job grade levels: Operations Technical Services Analyst I, job grade 7; Operations Technical Services Analyst II, job grade 8; or Senior Operations Technical Services Analyst, job grade 10. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

    Senior Operations Technical Services Analyst

     

    Hiring Salary Range: $106,000-135,000

     

    Operations Technical Services Analyst II

     

    Hiring Salary Range: $86,000-$108,000

     

    Operations Technical Services Analyst I

     

    Hiring Salary Range: $77,000-$96,000

     

    Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

    Responsibilities:

    + Interface with System Operators, Operations staff, and Substation Maintenance personnel to identify and determine EMS/Supervisory Control and Data Acquisition (SCADA) issues and assist in guiding technicians to the proper solution.

    + Provide system modeling specifications for the interconnected electrical power system; develop and specify EMS model and required SCADA points.

    + Develop, maintain, and updateEMS displays to include coding and integrating, ensuring the EMS model is kept current with system expansion following established guidelines for new systems.

    + Coordinate all SCADA point-to-point testing, including the development, documentation, and implementation of point-to-point procedures.

    + Develop EMS screens to support the EMS Advanced Applications suite of products, including the Operator Training Simulator, State Estimator, Real-Time Contingency Analysis, and Power Flow.

    + Research and analyze SCADA values for accuracy and identify the value and potential use of SCADA data for System Operations.

    + Identify SCADA problems and recommend solutions to management to eliminate issues, as needed.

    + Coordinate and maintain System Operations outage coordination and logging software data requirements and vendor updates and patches installation and testing.Interface with vendor to ensure that System Operations software issues are addressed and requirements are met and properly implemented.

    + Interface with the Reliability Coordinators to ensure applicable reliability data is supplied in accordance with all regional requirements.

    + Interface with Transmission Engineering to provide guidance and direction for the development of SCADA points for new and existing equipment.

    + Support North American Electric Reliability Corporation (NERC) required training activities of new employees, System Operators, Transmission Operators, Transmission Service Operators and Transmission Operator Trainees, as needed.

    + Aid in the development and implementation of theOperator Training Simulator.

    + Support in the operation, maintenance, and troubleshooting of the EMS Real-time database.

    + Coordinate database changes with other teams in Transmission Operations department and other external departments.

    + Assume the duties of the Grid Operations Technical Services Supervisor in their absence.

    + Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements.Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety.Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

    + Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

    Qualifications:

    Education and Training

    + Associate’s degree or comparable technical school certification in advanced computer graphics, electrical drafting, or related discipline, or equivalent job-related work experience or training.

    + NERC Certification is required and will be considered as meeting this requirement.

    Knowledge, Skills, and Ability:

    + Strong expertise and knowledge in both the operation of the Tri-State Transmission system and the EMS/HMI design standards, or comparable electric utility experience.

    + Proficiency with Microsoft Office Suite software applications such as Outlook, Word, Excel, Access and Power Point.

    + Ability to develop and maintain effective working relationships.

    + Ability to manage complex technical duties requiring application of varied methods and techniques.

    + Ability to apply and integrate existing knowledge of electrical power system operations in the development of the EMS/HMI screens.

    + Possess a high degree of accuracy and attention to detail.

    + Ability to communicate technical and non-technical data, both verbally and written.

    + Ability to design, develop and layout computer displays for the best visual interpretation.

    + Ability to work independently, with minimal direction as a highly motivated self-starter.

    + Ability to effectivelycommunicate both technical and non-technical information to a wide audience.

    Other:

    + Must be able to distinguish colors.

    + Must be willing to travel on occasion. (Must possess a valid driver’s license.)
