    Summary The selectee will serve as Supervisory Human Resources Specialist in the Human Capital Management Group, Labor and Employee Relations Department of NAVAIRWARCENAC DIV. Responsibilities You will administer, supervise, evaluate, or perform technical work concerned with labor and employee relations in the Federal service. You will establish and maintain an effective labor-management relationship at the NAWC; negotiate and administer labor agreements and otherwise confer with labor organizations on behalf of management. You will work with management, individuals and informal groups in matters such as supervisor-employee relations; employee conduct and performance; and employee rights, grievances, and appeals; employee communications and services. You will develop and conduct trainings, targeted training on a broad scope of labor and employee related topics for management and the NAWCAD HCM community for in house continuous learning. You will supervise and provide oversight of a staff of human resources specialists in the operational aspects of human resources management. You will accomplish other duties as assigned. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized Human Resources Specialist experience equivalent to the next lower NM-03 STRL Pay Band or equivalent GS-Grade Level (GS-09/12) or equivalent pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include: 1) Advising management on complex labor and employee related issues and Special Employee Programs; 2) Demonstrating working knowledge of LER and Special Programs such as: Alternate Dispute Resolution (ADR), Management Inquiry Program, Worker's Compensation; Voluntary Leave Transfer Program, Performance management, and Drug Free Workplace Program; 3) Handling labor management related issues and contract changes and negotiations; 4) Developing and maintaining metrics on program activities; 5) Participating in developing and conducting training of labor and employee related topics for management and program stakeholders; and 6) Leading, coordinating, and assigning work assignment to staff members based on organizational priorities and capabilities of staff members. Education Additional Information Relocation expenses (i.e., PCS) may be authorized in accordance with applicable travel regulations.
