    This role has received a waiver from the hiring freeze, from the Governor's office.

     

    Under general supervision, the budget and policy analyst is responsible for all areas of state budget and finance in support of Colorado’s public colleges and universities, as well as the internal department budget and finance functions, including the development of state budgets (both operating and capital construction) for institutions of higher education, the administration of statewide financial aid, and other financial policy areas such as state tuition policy and the allocation of state funds amongst institutions of higher education.

     

    This position's primary responsibility is to create and complete payment vouchers for all vendor invoices, payments, cash reimbursements, and employee travel reimbursements, maintain electronic files of payment support and track budgets for HB24-1403 Higher Ed Support for Homeless Youth, the EmpowerEd program.

    This position supervises 1 employee: one (1) Budget and Financial Accountant

     

    Scope of Responsibilities

     

    This intermediate level position is responsible for independently performing specialized budget and finance duties for the Department of Higher Education. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures, practices and policies of the work unit.

    Description of Job

    The duties listed below reflect the different types of work that may be performed. The omission of any specific duty will not prevent the assignment of work that is appropriately related to this position.

     

    EmpowerEd Program

     

    + Determine the amount of funding for eligible students in the program in conjunction with institutions of higher education

    + Maintain and monitor assigned program’s email inbox, including answering program and payment questions and tracking student rosters

    + Review and reconcile statements and invoices for payment processing, resolve discrepancies, and submit payments to institutions of higher education in the state accounting system (CORE)

    + Reconcile general and grant ledger accounts relative to all expenditures and use data received from financial systems to produce information for grant management

    + Advise, correspond, and collaborate with financial leadership, administration, and staff at the institutions of higher education

     

    General

     

    + Support team members and provide quality assurance in support of primary program assignments and policy areas assigned to the other Budget and Policy Analysts

    + Develop, recommend, and implement budgetary and other financial service strategies, as well as Colorado Commission on Higher Education (CCHE) and department policies and guidelines

    + Create and review internal and external budget team documents

    + Provide budget and finance data in support of department communications

    + Assist in the implementation of legislation and other special projects as assigned

     

    Annual Budget Development

     

    + Assist the Budget Director with the formulation, compilation, and analysis of the Department annual budget submission to the General Assembly and in drafting and submitting the Department’s annual budget to the legislature

    + Assist the Budget Director with developing and recommending policies, processes, and systems that provide for an accurate annual budget allocation plan in compliance with state, federal, and contractual requirements

    + Assist the Budget Director with the development of the Department’s common policy request and requests for increased funding in central appropriations based upon anticipated need

    + Support the Budget Director in requesting changes to state appropriations based on any issues identified in budget monitoring, funding level changes, and the department's operational goals

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

     

    Education and Experience

     

    Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education:

    Bachelor’s degree from an accredited university or college in finance, accounting, public policy, political science, higher education, economics, or a related field

     

    Substitution: Four (4) years of experience in a related field can replace the education requirement of a bachelor’s degree

    Experience:

    + Budget forecasting and modeling experience

    + Experience in any of the following: financial aid, higher education, finance, policy, or accounting

    + Experience with s takeholder engagement

    Knowledge of:

    + Standard office practices, procedures, software and equipment, including the use of personal computers, telephones, Zoom, and Microsoft Office (Excel, Word, Power Point, Outlook, and Teams)

    + State statutes, rules and regulations, policies, procedures, and guidelines

    Ability to:

    + Work effectively in both independent and team situations

    + Produce comprehensive analytical documents

    + Analyze financial fiscal data and program data

    + Create and deliver presentations to various audience members

    + Take the initiative to solve problems in an innovative manner

    + Communicate effectively, both written and verbally

    + Employ attention to technical detail and accuracy

    + Apply time management skills to prioritize work

    + Establish and maintain relationships with internal/external stakeholders

    + Read and interpret new and existing statutes to identify the impact of proposed legislation on the department

    Typical Working Conditions

     

    + The employee typically works in a standard office environment where the noise level is moderate, and the office has controlled temperatures. Works a 40-hour work week, either remotely, hybrid, or in-office, depending on the arrangement met during employment with the supervisor during normal office hours of Monday– Friday 8:00 am – 5:00 pm.

    + Job duties may occasionally require working extended hours or hours outside of the regular schedule.
