JOB OVERVIEW
Martinfed seeks an exceptional leader to serve as the Continuity of Operations (COOP) Program Manager for the Army Materiel Command (AMC). This is a strategic role supporting the DoD logistics enterprise domain center of gravity for transportation, contested logistics, and supply chain operations. The role requires a fusion of military planning, physical security, and advanced cyber-logistics continuity management.
ESSENTIAL FUNCTIONS
The COOP Program Manager will lead and execute the following core functions, adapted for AMC's unique logistics mission set:
Strategic Logistics & Mission Assurance Planning
+ Logistics Center of Gravity Protection: Ensure COOP plans maintain the uninterrupted execution of AMC's Mission Essential Functions (MEFs) related to supply chain operations, transportation, and contested logistics, leveraging Army Force Protection (FP) regulations (e.g., AR 525-2) to secure critical nodes and assets.
+ MDO and Contested Logistics Resilience: Develop COOP strategies and exercises that specifically address the challenges of operating in a Multi-Domain Operations (MDO) environment, including scenarios involving disrupted communications, denied logistics routes, and the devolution of sustainment C2 capabilities.
+ Information/Cyber Domain Resilience: Direct the integration of Cybersecurity, Information Assurance (IA), and IT Disaster Recovery (DR) requirements into COOP planning. Ensure the rapid and secure availability of logistics Information Systems (IS) critical to AMC's role as a DoD enterprise center of gravity.
+ Strategic Planning & Risk Assessment: Apply mastery of the Military Decision-Making Process (MDMP) (decision-oriented) or JPME II (problem statement oriented) principles to analyze threats against the logistics enterprise and develop resilient Global Contingency Plans. Strategic Critical Thinking capability is a must.
Command Readiness and Program Management
+ Policy and Mission Assurance Mastery: Apply knowledge of foundational COOP policy, including FCD 1 & 2, DoDD 3020.26, and the DoD Mission Assurance (MA) construct (DoDD 3020.40), to ensure policy compliance and institutional resilience across the command.
+ CAT Leadership & Exercise Execution: Lead, train, and manage the AMC Crisis Action Team (CAT), ensuring readiness to activate under complex, no-notice conditions. Design and execute exercises that rigorously test the command's ability to maintain logistics C2 during physical and cyber attacks.
+ Assessment Lead and Compliance: Serve as the Assessment Lead for COOP and Emergency Management (EM) readiness, performing as an Assessment Team Member/Support during formal reviews of AMC and its MSCs. Assessments must verify the ability to devolve and sustain core logistics functions within mandated timelines.
+ Training and Education: Travel to and train support staff across the MSCs on COOP, Devolution, and Crisis Action Team (CAT) fundamentals, with a focus on threat-informed readiness.
+ Coordination: Provide critical liaison support to Garrison Operations and leverage Joint experience for seamless coordination with interagency partners and other Combatant Commands regarding logistics continuity.
Essential Capabilities
+ Senior Leader Decision Support: Analyze complex, time-sensitive information, translating operational data and logistical disruptions into high-stakes Army correspondence and decision briefings for senior military and civilian leaders.
QUALIFICATIONS
+ Active U.S. Citizen with a DoD Secret Clearance.
+ Education/Experience: Bachelor's degree and seven (7) years of experience leading or managing programs in continuity of operations, crisis management, emergency management, or logistics operations/planning. (Nine (9) years of related experience may be accepted in lieu of a degree).
+ Strategic Planning: Proven ability to apply the Military Decision-Making Process (MDMP) or Joint Planning Process (JPP). Strategic Critical Thinking capability is a must.
+ Policy Expertise: Demonstrated knowledge of DoD/Federal COOP policy (FCD 1/2, DoDD 3020.26) and the DoD Mission Assurance (MA) Construct.
DESIRED QUALIFICATIONS
+ Strategic Education: Completion of Joint Professional Military Education (JPME) Phase I or II is highly desirable.
+ Operations/Logistics Background: Former Battle Captain, TOC NCO, or S-3/G-3 staff officer with direct experience in logistics planning or COOP.
+ Joint and Homeland Security Experience: Previous experience serving in a Joint organization staff and/or background in Homeland Security principles or policy.
+ Certification: Professional certification in Continuity of Operations (e.g., CBCP) or Emergency Management
PHYSICAL REQUIREMENTS & ENVIRONMENTAL CONDITIONS
+ Typical office environment with no unusual hazards, prolonged sitting while using the computer and the telephone and attending meetings, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness.
+ Some non-standard hours (nights, weekends, and holidays) may be required.
+ Candidate must be able to support travel requirements.
+ Ability to use a computer to input and retrieve information and data.
+ Ability to travel as required by the Company.
