    Job Description

    MINIMUM QUALIFICATIONS

    Education

    + High School Diploma or GED

    Experience

    + Five (5) years of progressively responsible experience in the installation, testing, operations, and maintenance of track and structures, facilities, and/or primary and secondary circuits and related power substation equipment, including communications-electronics and electro-mechanical train control equipment.

    Certification/Licensure

    + N/A

    Preferred

    + Training and/or certification in electronics, civil engineering, mechanics, physics, mathematics, or related vocational fields.

    + Bachelor's Degree in a relevant field, i.e. in electronics, civil engineering, mechanics, physics, mathematics, or related vocational fields.

    + Experience working in an administrative or coordination function, managing large amounts of information while providing high quality service to colleagues or customers

    In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

    SUMMARY

    The Maintenance Controller upholds the ROCC's values of safety, trust, and accountability to support the department's vision to become a world-class, safety-driven control center and the best place to work at Metro. The Maintenance Controller is responsible for managing the flow of maintenance information between the Rail Operations Control Center and wayside employees. The incumbent ensures a smooth and accurate interface between field employees, emergency responders and outside entities. This position also ensures that work scope goes according to plan. This position manages the documentation of infrastructure asset failures, coordinates and facilitates compliance with track outages, and compiles incident data into comprehensive daily summary reports.

    ESSENTIAL FUNCTIONS

    Railroad Maintenance Management

    + Oversees and the execution of maintenance actions within prescribed scope and operating considerations in collaboration with MOC, ROC, ROIC colleagues, and maintenance departments to provide immediate, coordinated and scheduled maintenance response.

    + Assists field personnel and other departments with technical expertise, including diagnosing and troubleshooting of system issues, and handling service changes and system modifications. Aids wayside personnel with trouble diagnosis and focuses mitigation response.

    Emergency Response

    + Assesses factors, conditions, and delays affecting planned and emergency maintenance activities, responding appropriately when these change and keeps all interested and involved parties informed of matters requiring their attention.

    + Actively contributes and tracks service affecting mitigation plans.

    + Develops solutions to emergency, scheduled and system disruption problems to aid in continuity of service planning.

    Coordination and Collaboration

    + Coordinates with MOC and ROIC to effectively manage the Right of Way and efficiently relay information. Communicates information concisely with internal and external stakeholders and provides timely updates on an as needed basis.

    + Monitors, Directs, Coordinates, and Dispatches all RIME, PLNT and TRST corrective maintenance activities and alarms that are service affecting, including issuing of work orders and executing red tags for power de-energization and power restoration.

    + Acts as a liaison between RIME, TRPM, CMNT, PLNT, TRST, ROIC and ROC to maintain single point of contact and clear communication with responding departments.

    Reporting

    + Accurately records all events and prepares a detailed report of all unusual incidents/occurrence as defined by OCC Management.

    + Clearly records incidents/occurrence as defined by OCC management and uses the ROCC's maintenance database (Maximo) to manage reports to maintain asset tracking, reliability and audit records.

    + Maintains and documents all maintenance correspondence regarding both wayside and system incidents.

    OTHER FUNCTIONS

    ROCC Administrative Duties

    + Supports and receives direction from Assistant Superintendent of MOC and may be asked to perform a subset of Assistant Superintendent responsibilities as operational requirements demand.

    + Supports and executes maintenance related directives and SOP’s.

    + May participate in and lead on-the-job training program activities as required.

    + Significantly aids in office skill transfer and desk specific leadership.
