Overview
GovCIO is currently hiring for a PMO Lead to manage project governance, quality, staffing, reporting, and contract compliance efforts across a federal digitalization program. This position will be a fully remote position located in the United States with core hours of operation from Monday to Friday 8 AM to 5 PM ET.
Responsibilities
Assists in the planning, execution tracking, staffing coordination, and performance oversight for a large-scale federal digitalization program. This role manages risk registers, status reporting, issue escalation, SLA dashboards, and staffing data to ensure on-schedule and on-budget performance. The PMO Lead also supports subcontractor reporting, financial tracking, and governance deliverables required by the federal customer. Acts as customer or subcontractor contact for program activities, leading multiple projects simultaneously. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas. May develop new business or expand the product line with the customer.
+ Maintain centralized visibility into all program activities across four technical and functional leads and numerous locations.
+ Develop, manage, and report on program deliverables (e.g., project plans, monthly reports, quality dashboards, audit trail documentation).
+ Track contractually required deliverables and ensure submission per timelines.Monitor performance metrics and SLAs, including intake timeliness, scan quality, extraction accuracy, and issue resolution.Coordinate resource staffing plans, onboarding, and coverage for contractor and teaming partner personnel.
+ Lead weekly status reporting, progress reviews, and issue escalation processes.Assist in monitoring and reconciling financial tracking data, burn rates, and level-of-effort metrics.Create new report templates and graphics in support of program growth and evolving client requirements.
+ Collaborate with teaming partners to ensure consistent SOPs, data reporting formats, and delivery quality across sites.Coordinate subcontractor performance reporting and accountability in alignment with SLAs and Quality Control Plan.Support risk management, schedule updates, and corrective action plans in collaboration with the Program Manager.
+ Maintains aggressive efforts to achieve objectives.
+ Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.
+ Helps to acquire follow-on business associated with areas of responsibility and supports new business development.
+ Manages a small team of project managers. distribution and timely completion of all tasks and deliverables.
Qualifications
Required Skills and Experience
+ MBA or equivalent master's degree.
+ 12+ years of experience in program management, PMO, or delivery oversight roles on federal or large-scale commercial programs.
+ Proven ability to lead cross-functional teams in a matrixed environment.
+ Experience with federal deliverable tracking, SLA enforcement, and contractor/subcontractor coordination.
+ Familiarity with document processing, intake operations, digital transformation, or tax administration programs.
+ Proficiency with program tracking tools, dashboards, and document control platforms.
+ Demonstrated success with leading organizational change management efforts.
+ PMP certification or equivalent experience with structured project frameworks (e.g., Agile, Waterfall, hybrid).
+ Strong financial acumen and understanding of the variables that impact federal contracts' health and success.
+ Some prior experience with Project Management at the IRS and/or prior digitalization experience.
**Clearance Required** : Ability to obtain and maintain a Suitability/Public Trust clearance.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Posted Salary Range
USD $173,000.00 - USD $178,000.00 /Yr.
