For more information please see: ACQDEMO This position is part of the Department of the Air Force Responsibilities As a SUPERVISORY CHANGE MANAGEMENT AND COMMUNICATION SPECIALIST you will be responsible for the following duties: Plan, organize, and direct the activities of the Joint Transportation Management System Joint Program Division's Organizational Change Management and Communications Branch, ensuring that all organizational change management and communications-related program activities comply with legal and regulatory requirements and meets customer needs. Develop goals and objectives that integrate organization, change management, and strategic communications objectives. Oversee planning and delivery of all stakeholder briefings and senior leader engagements on behalf of the JTMS program. Direct efforts to continually monitor internal and external site acceptance of JTMS-related processes, tools, strategy and technology to anticipate needed adjustments in OCM or training. Establish, develop, and maintain effective working relationships with USTRANSCOM Public Affairs, USTRANSCOM's Staff Judge Advocate, the USTRANSCOM Commander's Action Group, and other change agents and governing bodies across the Joint Deployment and Distribution Enterprise. Guide the branch in the identification of key stakeholders and drives change across the enterprise through stakeholder collaboration building awareness at all levels across the DoD and with Commercial partners. Requirements Conditions of Employment Qualifications You must have one year Specialized Experience equivalent to the NH-4 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume. Specialized experience required for this position is: Expert knowledge of processes and procedures related to Organizational Change Management (OCM) including strategies such as agreement on a common vision for change, strong ability to communicate the vision and sell the case for change, a strategy for educating employees about how day-to-day work will change, and a plan for how to measure success. Expert knowledge of organizational missions, objectives, procedures, and regulatory framework of transportation/ logistics management programs within which other federal agencies and industry operate. Communicate effectively in writing with all levels of personnel in both federal and commercial organizations. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions. Develop and maintain effective relationships and to communicate effectively, both orally and in writing. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information **Value of Position (VOP): If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position. Candidates must meet the physical and suitability standards both prior to and during employment in this position.
