    Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Responsibilities An applicant for this one position will be selected from one of the following announcement: Psychologist: CBSS-12813390-26-SO Social Worker: CBSS-12813391-26-SO Licensed Professional Mental Health Counselor: CBSS-12813392-26-SO Marriage & Family Therapist: CBSS-12813392-26-SO Duties to include: Clinical Responsibilities: 1. Provides a full range of psychological assessment services and diagnoses mental disorders, particularly for complex or unusually difficult patients. 2. Provides education to patients, family members, and significant others. 3. Provides comprehensive, evidence-based psychotherapeutic interventions, including individual, family, and group psychotherapy. 4. Provides consultation to professional staff within VA Eastern Kansas Health Care System and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients. 5. Develops, implements, and documents the psychotherapeutic treatment plan for patients who require such treatment. 6. Functions independently as a member of the Eastern Kansas Health Care System Medical Staff, with full clinical privileges. Assumes complete professional responsibility for his/her clinical assessment findings, patient care decisions, and documentation. Administrative Responsibilities: 1. Assists the LPMHC Program Manager (or related), Chief of Psychology, and BH SLM in the design, development, and implementation of clinical programs for a team of treatment providers. 2. Adheres to operational policies and procedures established by the Chief of Psychology and Behavioral Health Service Line Manager (BHSLM). 3. Assists the Chief of Psychology and BHSLM in the execution of ongoing program evaluation and data-driven quality improvement projects to monitor the effectiveness of the clinical program. 4. Facilitates liaisons with other health care programs in order to effectively coordinate services. Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients. 5. Adheres to VA regulations regarding documentation and completion of encounters. Documentation will be thorough, timely, consistent with treatment plan, proper check out procedures (e.g., entering diagnostic and procedure codes) and will follow established VA guidelines and required note format. 6. Attends and participates in administrative and informational meetings held by the LPMHC Program Manager (or related), Chief of Psychology, BHSLM (or designee) and facility Director. 7. Complies with and participates in peer review, Ongoing Professional Practice Evaluations (OPPE), Focused Professional Practice Evaluations (FPPE), and/or recommendations from the Professional Standards Board (PSB), as applicable. 8. Attends regular Psychology Service staff meetings, Medical staff meetings, and Behavioral Health Service Line staff meetings. 9. Completes all TMS and other education requirements timely. Academic/Teaching/Training: Possible activities which may include, but not limited to: 1. Provide discipline-specific clinical consultation and clinical supervision for counseling students, interns, residents. 2. Supports discipline-specific training program and training committee 3. Supports the training of medical students, medical and psychiatric residents, nursing students and fellows, as appropriate. 4. Provide leadership, guidance, and consultation on staff education and development. Other Significant Responsibilities: 1. Serves on Medical Center or healthcare system, VISN, and/or National VA committees or task forces. 2. Represents the Medical Center at professional community group/events and committees, in conferences/meetings with higher ranking managers, supervisors, and staff from other disciplines or work units, and/or with representatives of local public interest groups, congressional district offices and employees of State and local governments. 3. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. English Language Proficiency. LPMHCs must be proficient in spoken and writtenEnglish in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Senior Licensed Professional Mental Health Counselor, GS-12 Experience, Education, and Licensure. In addition to the basic requirements,candidates must have at least one year of progressively complex LPMHCexperience equivalent to the GS-11 grade level. Senior LPMHCs must have fiveyears of post-licensed experience that demonstrates possession of advancedpractice skills and judgment, demonstrating progressive professional competencyand expertise and be licensed to provide clinical supervision to trainees orunlicensed LPMHCs. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAsfor the GS-11 grade level, the candidate must demonstrate all of the KSAs below: 1.Advanced knowledge of and mastery of theories and modalities used in thespecialized treatment of complex mental illness. Ability to incorporate complexmultiple causation in differential diagnosis and treatment of veteran patients,including making psychosocial and psychiatric diagnoses within approvedclinical privileges or scope of practice. Ability to determine priority of servicesneeded and provide specialized treatment. 2.Advanced and expert skill in a range of specialized interventions and treatmentmodalities for Veterans with complex needs. This includes individual, group,and/or family counseling, or psychotherapy and advanced level psychosocial, and/or case management interventions used in the treatment of Veterans. 3. Ability to coordinate the delivery of specialized psychosocial services and programs. Ability to design system changes based on data. 4. Ability to provide subject matter consultation to colleagues and trainees on the psychosocial treatment of patients, rendering professional opinions based on experience, expertise and role modeling effective clinical skills. 5. Ability to teach, mentor staff and trainees, and provide supervision for licensure or for specialty certifications. 6. Ability to engage in written and oral communication with leadership/staff and community stakeholders regarding policies, procedures, practice guidelines, and issues pertaining to the practice of the profession.
