Summary THIS IS A DETAIL NTE 120 DAYS. This position is organizationally aligned under the Office of the Associate Director of Patient Care Services (ADPCS) at the Edward Hines, Jr. VA Hospital (VAH) - a Level 1a Complexity VHA Facility. The Hospital offers primary, extended and specialty care and serves as a tertiary care referral center for VISN 12. Specialized clinical programs include Blind Rehabilitation, Spinal Cord Injury and Cardiovascular Surgery. Responsibilities **This is a detail NTE 120 days. This does not result in a promotion or offer compensation. ** Provides technical and overall administrative management for the DADPCS. This includes assisting the services aligned under the Deputy Associate Director of Patient Care Services (DADPCS) / Associate Director of Patient Care Services (ADPCS). Interprets administrative policies, developing implementing or local policies, defining administrative requirements, and/or providing advice to top management on related issues. Serves as the principal advisor to the agency facility on all administrative management matters associated with the clinical services. Develops, initiates, and implements administrative policies and procedures for facility-wide areas of responsibility which impact deadlines and may cause a necessary change in workflow or redistribution of the workload. Changes in priorities may be required in order to meet deadlines or financial requirements. Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations. Recommends the establishment of, and prepares administrative policies, directives, and procedures for implementation throughout the facility. Provides advice and guidance on the interpretation and application of administrative directives and instructions. Participates in the development of strategic long-range planning for the institution. Analyzes plans to determine the impact on administrative processes and the feasibility of making modifications to accomplish mission requirements. Oversees a variety of administrative programs, to include advising on and recommending courses of action pertaining to administrative issues. Prepares and/or coordinates controlled correspondence, including congressional letters for the DADPCS and ADPCS. Uses interpretive skills and independent judgment to follow a variety of technical manuals and instructions, hospital policies, public laws, legal guides, and federal regulations. Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. Routes the reasons for changes to senior management, the Patient Care Services Office and the Hospital Director in order to facilitate timely and accurate revision. Based on day-to-day observations, analysis of work processes, and special studies, evaluates areas of responsibility operations; identifies problems, inefficiencies, and potential problems; and develops recommendations for the solution of highly complex administrative problems. and conflicts. Provides advice and guidance for improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations. Develops recommendations and implements new or modified guidelines, work processes and operations in order to improve the effectiveness, efficiency, or timeliness of work processes and information dissemination. Plans and conducts detailed management studies and analyses to determine the impact of major medical facility reorganizations and changes. Compiles and analyzes facts, develops plans, and performs extensive coordination. Prepares comprehensive reports with findings and recommendations based on varied management and administrative considerations. Some projects include the analysis of multiple functions when no one element has complete responsibility or information. Participates in management operations by committee attendance and/or assignments. This may include Administrative Investigation Boards, Reports of Survey, Audits, Rapid Process Improvement Workshop (RPIW), and Joint Commission reviews. Assists in providing education and training in support of the Deputy Associate Director of Patient Care Services. Responsible for the analysis and resolution of a wide variety of complex management problems encompassing administrative and professional aspects of the Hospital and Patient Care Services. These may involve utilization of personnel, space and equipment; changes to budget and fiscal operations; improving reporting procedures and statistical analyses'; or other special studies which impact all echelons of the entire Hospital. Participates in high-level conferences and special meetings concerning changes in plans and procedures to the formulation of policies, providing data and information often critical to the decisions and the implementation of changes. Develops policies and protocols for various departments and programs for the delivery of care and services.
