    Summary This Utility Systems Repairer-Operator Supervisor position is within Facilities Management services at the White River Junction VA Medical Center, located at the White River Junction, Vermont location. Responsibilities This Utility Systems Repairer-Operator (USRO) Supervisor position is under the general supervision of the Maintenance Supervisor within Facilities Management Service (FMS). The USRO is the supervisor of the three shops including the HVAC, Boiler Plant and Pipefitter/Plumbing departments and they supervise all the personnel assigned to these units and act as a backup to the other shop supervisor. Incumbent must have knowledge of the technical practices for HVAC, Mechanical, Boiler Plant, Pipefitting and Plumbing crafts, as well as knowledge of the tools, equipment, and materials as well as safety. Major duties include but are not limited to: Plans the daily, weekly, and monthly distribution of work to ensure the proper and efficient use of resources while motivating the employees in the section to perform as an effective team. Analyzes workload and support medical center needs to establish deadlines, set priorities, and adjusts work assignments to accomplish assigned tasks. Facilitates completion of repairs and projects that involve multi-disciplines across shops within supervisory responsibility. Works closely with supervisor of other shops and provide back-up support there as needed. Serves as the primary troubleshooter for mechanical problems related to the Boiler Plant, HVAC systems as well as Pipefitting/Plumbing. Serves as a mentor to foster trades within the shops. Responsible for shoveling/clearing snow on a contingency basis as needed to supplement snow crews when snow fall is heavy and/or snow regular snow crew personnel are unavailable and a potential safety hazard from snow and ice is imminent. Responsibilities also include participation in achieving the goals of labor management relations and EEO programs by dealing with employees and union representatives regarding suggestions, grievances, and disciplinary action. Performs other duties as assigned in order to meet common team goals and additional duties as requested. This position is in the Competitive Service. Selectee required to serve one year supervisory/managerial probationary period. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Most of the incumbent's time is spent inside; however, on occasion he may work outside in cold and inclement weather. Incumbent may be exposed to the possibility of cuts, bruises, scrapes, burns and electric shock. Incumbent may be called upon to work in contaminated and contagious areas or with radioactive or contaminated equipment. Education Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
