    The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     The Department of Military and Veterans Affairs is seeking qualified candidates to fill emergencySupervisor, Veterans Claimsvacancies related to the homelessness crisis.

     

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

     

    Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

     

    Those who successfully pass the assessment will be considered for permanent appointment toSupervisor, Veterans Claims.

    DEFINITION

    Supervises and participates in the work of staff involved with assisting veterans and their dependents in preparing claims for benefits in the Department of Military and Veterans Affairs.

    CLASSIFICATION STANDARDS

    Positions allocable to this class report to the Chief Deputy Director, Military and Veterans Affairs and are distinguished by their responsibility for providing administrative and technical supervision to veterans claims assistants.

     

    Incumbents in these positions are responsible for planning, assigning, directing, and evaluating the work of subordinate staff and ensuring compliance with all applicable county, state, and federal laws and regulations governing veterans’ claims and benefits. Incumbents also serve as departmental liaisons to local, state, and federal stakeholders. This class is further defined by its emphasis on maintaining consistency in the application of policies and procedures related to veterans services, as well as contributing to the development and implementation of improved service delivery methods.

     

    Incumbents must demonstrate a thorough working knowledge of relevant county, state, and federal laws and regulations related to all areas of veterans’ claims and benefit programs; and possess the ability to effectively guide, mentor, and evaluate staff in the accurate and timely processing of claims.

     

    Essential Job Functions

    EXAMPLES OF DUTIES

    + Supervises staff who serve veterans by providing oversight, guidance, and direction; reviews work and evaluates performance; establishes goals and objectives; and facilities training to ensure the effective delivery of services and accurate preparation and submission of benefit claims for veterans and their beneficiaries.

    + Assists in maintaining ongoing operations of a branch office that provides services to veterans and their beneficiaries by preparing claims and referring to appropriate agencies.

    + Secures vital documentation in support of applications for benefits and/or claims for veterans and their beneficiaries.

    + Interviews veterans and beneficiaries to obtain comprehensive information about home environment, family relationships, and personality traits that may have a bearing on the client’s medical and mental health, treatment, and recovery.

    + Participates in field calls, such as visits to homes, hospitals, and/or other agencies on an as needed basis for persons unable to come to the office.

    + Responds to and resolves complex programmatic issues or complaints (e.g., service delivery gaps, interagency disputes, client grievances) impacting veteran service deliver.

    + Conducts regular file audits to ensure departmental compliance with applicable laws and regulations.

    + Reviews, approves and supports with the collection, analyses and interpretation of complex data related to veteran programs (e.g., VA benefits access, services-connected claims, discharge upgrade support, housing referrals, and healthcare navigation).

    + Evaluates program effectiveness, implements improvements, and develops scalable models based on outcome data and performance measures.

    + Leads and facilitates veteran-focused workgroups, stakeholder meetings, and public forums to promote cross sector collaboration, improve system conditions, and enhance the quality and accessibility of services for veterans.

    + Provides guidance and educates veterans and their beneficiaries of their rights and the benefits available through federal state, or local agencies, including compensation, rehabilitation, insurance, pensions, education, medical care, and other benefits.

    + Guides subordinate staff in performing complex, specialized, and sensitive research and analysis or applicable legal and related sources (e.g., regulations, statutes, court decisions, legal documents, and medical records) to support the preparation of benefits documents for benefits application review and approval.

    + Develops public engagement opportunities or participates in events for public engagement, including education events for veterans’ benefits and programs, and events for other county departments, private organizations, other government agencies, and families of veterans, to increase awareness and understanding of veterans and homelessness, incarceration, typical behaviors and challenges, and resources.

    + Reviews and analyzes legislation affecting veterans’ programs and services and stays current on industry trends and changes in federal, state, and local laws, regulations, and policies through ongoing professional development and continued education.

    + May be required to act as the Chief Deputy Director in the latter’s absence.

    + May be required to drive to and from various facilities to perform essential functions of the position.

    Requirements

    MINIMUM REQUIREMENTS

    + Option I: Five years of experience providing veteran advocacy, claim preparation, or benefits navigation services, three years of which must have been in a lead capacity involving complex and difficult benefit claims.

    + Option II: A bachelor’s degree from an accredited college or university -AND- three years of lead capacity experience providing veteran advocacy, claim preparation, or benefit navigation services, involving complex and difficult benefit claims.

    + Option III: Three (3) year's experience as aVeterans Claims Assistant III (https://www.governmentjobs.com/careers/lacounty/classspecs/1064522?keywords=veterans%20&pagetype=classSpecifications) .

     

    You MUST meet at least one of the above requirements in order to be appointed to fill any vacancies related to this recruitment.

    LICENSE

    A valid California Class C Driver License is required.

    PHYSICAL CLASS

    2 - Light. Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.
