    The Iowa Department of Health and Human Services (HHS), Division of Aging and Disability Services, Bureau of Community Integration is seeking a Bureau Chief of Disability Services to join our team!

     

    The Bureau Chief for Disability Services is a supervisory position that reports to the Deputy Division Director for Aging and Disability Services. This position is responsible for the management, direction, supervision, policy, and administrative oversight of the following statewide program areas: Disability Access Points (DAP), Preadmission Screening and Resident Review (PASRR), Integrated Community Employment, In-Home Health Related Care (IHHRC) Policy, The Independent Living Network and Autism Support Program. Serves as Division lead on developing plans and implementing activities that support individuals' ability to live and thrive in the least restrictive environment possible. Works closely and collaboratively with other leaders within the division and staff in other HHS Divisions including Medicaid, Behavioral Health, Family Well-Being and Protection, and Community Access to build a coordinated system of services and supports for Iowans with disabilities.

     

    This position represents HHS on various boards, task forces, and committees and supervises staff implementing various disability services programs including Disability Access Points (DAP), Preadmission Screening and Resident Review (PASRR), Integrated Community Employment, In-Home Health Related Care (IHHRC) Policy, and the Independent Living Network, providing functional day-to-day oversight of the work of the unit and assessing program resources. Oversees the development of the budget in cooperation with the Director and Deputy Director of Aging and Disability Services, HHS CFO and HHS Director.

     

    This position also assists the Executive Leadership Team in defining the department's long-term mission and goals; identifies ways to support this mission through talent management; and assesses the Disability Services success based on these metrics.

    Competencies include:

    + Assigns and supervises work across a bureau that provides state-wide services.

    + Recommends personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules, and assignments.

    + Interprets data and develops data-informed improvements to service delivery.

    + Resolves a broad spectrum of general administration problems not covered by precedent or established policies.

    + Communicates effectively with individuals and contractors face-to-face or remotely.

    + Evaluates service delivery for a statewide system and develops improvement plans.

    + Develops policies and procedures that comply with federal and state laws and regulations.

    + Evaluates contractor performance and formulates corrective action plan.

    + Develops goals and procedures to implement policies and vision set by Division Director.

    567Experience Interpreting Iowa Code and Iowa Administrative CodeApplicant should demonstrate a minimum of 6 months’ experience, 12 semester hours, or a combination of both in the area of developing and interpreting Iowa Code and Iowa Administrative Code.

     

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.

     

    2) Eight years of full-time work experience in program administration, development, management, or operations.

    3) All of the following (a and b):

    a. Four years of full-time work experience work in program administration, development, management, or operations; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

    4) All of the following (a, b, and c):

    a. Two years of full-time work experience work in program administration, development, management, or operations; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and

    c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is

     

    also equivalent to one year of full-time experience or education.

     

    5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
