Summary This BUDGET ANALYST position, is located in the JFHQs directorate or division level office and is part of the CA JFHQ Logistics. Responsibilities THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION. The primary purpose of the BUDGET ANALYST, GS-0560-9, is to serve as the analyst and consultant for the management and administration of budget programs within the directorate/division. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Qualifications General Experience: Possess experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing; the ability to plan and organize work; competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences; the ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. BUDGET ANALYST, GS-0560-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, in: performing moderately difficult and complex assignments consisting of well-precedented tasks; Experience independently planning and carrying out successive steps and handling problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices; Experience applying principles, concepts, and theories of budgeting; Experience performing studies and preparing reports, documentation, and correspondence to communicate factual and procedural information clearly AND; have at least three months of basic finance budget training or competencies that provided knowledge of financial principles and procedures with knowledge of basic principles and concepts of the National Guard financial budget business program requirements. Your qualifications will be evaluated on the following competencies: Attention to Detail Budget Execution Budget Formulation, Justification, and Presentation Customer Service Education Substitution of Education for Specialized Experience: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work required.
