We are seeking a Program Manager to lead development, pursuit, and production projects within our De-icing and Water Solutions business. This role oversees the full lifecycle of assigned initiatives, including planning, scheduling, budgeting, customer engagement, and execution.
The Program Manager will collaborate with a cross-functional team of experienced professionals and team leaders to drive medium- to large-scale efforts. Key responsibilities include guiding strategic planning, reporting progress and value stream strategies, resolving challenges, managing P&L and vendor relationships, and supporting contract negotiations.
What You Will Do
+ Leads medium or multiple small programs to ensure adherence to program plans, schedules, and budgets for programs under his/her responsibility
+ Leads pursuit activities for competitive and sole-sources activities
+ Manages the P&L of the program to ensure profitability targets are met and manages multiple vendors
+ Develops milestones, program plans, schedules and budgets for programs to ensure that the organization’s objectives are met
+ Consolidates and presents plans and progress reports relating to business aspects of the program(s) and manages value-stream strategy and progress
+ Monitors strategic planning efforts for medium and/or complex programs
+ Demonstrates continuous improvement initiatives to optimize efficiency and quality
+ Identifies and reacts to program problems and recommends solutions, such as allocation of resources, changing contractual specifications, and coordinating responses to customer action items
+ Supports the development of new business growth strategies
+ Supports the negotiation of contracts and contractual changes, including coordinating preparation of proposals, business plans, proposal work statements, operation budgets, specifications, and financial conditions of contracts to ensure legal compliance and to protect the organization’s interests
+ Directs all program phases from inception through completion
+ Interfaces with customers for project specifications to ensure successful completion
+ Manages the contract lifecycle, cost, schedule and performance of company programs or subsystems of major programs
+ Coordinates the negotiation, proposals, business plans, budgets and contracts for programs
+ Establishes cost focused performance targets and directs work to achieve these targets
Qualifications You Must Have
+ Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
Qualifications We Prefer
+ Program management experience including, but not limited to, P&L, stakeholder engagement, and customer facing
+ Experience with forecasting and meeting sales commitments
+ Knowledge utilizing EVMS to manage and track program performance
+ Strong communication and presentation skills
+ Leading high performing cross functional teams
+ Experience with Risk management tools
+ Strong problem solving and decision-making skills
+ Experience with MS Excel and SAP

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
