Job Description
1. Develop a thorough understanding of client requirements by partnering with client’s leadership, project teams & other stakeholders to establish key requirements and define strategy & goals for a standardized WBS. This will include fleshing out WBS requirements necessary for appropriate cost control, change management, benchmarking, and cost & schedule alignment.
2. Drive the WBS and baseline establishment on new projects at the earliest design phases (pre-conceptual or earlier) to ensure compliance with the program controls and KPI strategy.
3. Lead the development & implementation of standardized cost management processes across the program. This will include establishing budget guidelines & estimate requirements for each stage of the project lifecycle and participating in cost estimate stage gate reviews.
4. Support the early property development planning effort by working with the client’s site selection and transactions teams to develop high-level conceptual ROM project budgets and schedules.
5. Lead the annual capital planning processes (multi-year spend forecast and cashflow analysis) with clients, stakeholders, and project management teams.
6. Review the Project Master Schedule sequencing, interface milestones and critical path elements (developed by the contractor).
7. Lead risk workshops with the project team to identify risks, establish likelihood/severity, and mitigation actions.
8. Develop a Project Execution Plan using knowledge of multiple contract delivery methods (Design-Build, Design-Bid-Build, CM-at-Risk, CM-for-Fee) to derive best value for the client in terms of cost, schedule, and risk management.
9. Develop & maintain a library of templates, best practice standards & procedures for all activities for the project teams. Maintain the program benchmarking database & all project coding structures (including the standardized WBS dictionary).
10. Support Leadership with ad-hoc cost performance studies, labor rates assessments, market analysis, and other Project Controls related functions as directed by the Project Controls Leadership.
11. SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
12. Ensure key information and learning is inputted into internal databases and standardized across other commissions as applicable.
13. Identify opportunities for business growth, play an active role in developing new business pitches and proposals, and lead the cross-functional team effort for bidding on new commissions.
14. Supervise a team of consultants and senior consultants – undertake recruitment interviews, onboarding and training sessions, performance reviews, and input all feedback and assessment in the firm’s personnel management system.
15. Asses resource/fee utilization against forecasts for each commission and keep track of the ongoing profitability margin levels.
RELATED OCCUPATION:
Project Controls Consultant or any other job title performing the following job duties:
1. Drive the WBS and baseline establishment on new projects at the earliest design phases (pre-conceptual or earlier) to ensure compliance with the program controls and KPI strategy.
2. Implement standardized cost management processes for multiple projects and assisting the Cost Lead in developing budget guidelines and estimate requirements for each stage of the project lifecycle (schematic design, design development, and contract documents) and effectively utilize BIM models, as needed for 3D take-offs using CostX.
3. Prepare high-level conceptual ROM budgets based on client design standards and benchmarks.
4. Lead the annual capital planning processes (multi-year spend forecast and cashflow analysis) with clients, stakeholders, and project management teams.
5. Review the Project Master Schedule sequencing in MS Project and/or Primavera P6, interface milestones and critical path elements (developed by the contractor).
6. Lead risk workshops with the project team to identify risks, establish likelihood/severity, and mitigation actions.
7. Assist the team in preparing client-specific templates and best practices manual for effective project controls. Provide and compile project data for benchmarking database.
8. Support Leadership with ad-hoc cost performance studies, labor rates assessments, market analysis, and other Project Controls related functions as directed by the Project Controls Leadership.
9. Assist the Business Generation and Business Development team by participating in bidding effort for potential clients.
10. Perform resource/fee utilization against forecasts for projects and work with the Cost Lead and client to address discrepancies.
**JOB TIME** : Full Time
SALARY RANGE: $188,000 to $200,000year
Qualifications
**EDUCATION AND EXPERIENCE REQUIREMENT:** Requires a Bachelor’s degree in Civil Engineering and 6 years of experience in job offered or 6 years of experience in the Related Occupation.
