Your Role as CTECS Assistant Superintendent of Pupil Services :
This position will be reporting directly to the CTECS Superintendent, and will provide dedicated, district-level leadership and oversight for special education and related pupil services. It will allow CTECS to build a culture and system of supports that match the transformative potential of our schools.

For over 100 years, the Connecticut Technical Education and Career System (CTECS) has been the leading force in Career Technical Education (CTE) in the State of Connecticut; preparing students to meet the skilled workforce needs of employers. CTECS operates 17 diploma-granting technical high schools, one technical education center, and two airframe mechanics and aircraft maintenance programs.
CTECS serves approximately 11,200 full-time high school students across 31 in-demand CTE programs, providing hands-on training in state-of-the-art classrooms designed to mirror real-world workplaces. Students follow a unique schedule alternating between career and technical education and traditional academics, ensuring they graduate with the knowledge and skills needed for success. Graduates earn a Connecticut high school diploma, CTE certificate in their field of study, and multiple stackable credentials giving them the “competitive edge.” These credentials include but are not limited to state occupational licensure, national technical skill competency certifications, and industry-recognized credentialing. Many students secure job placements before graduation, while others continue their education at colleges, universities, or registered apprenticeships.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Education and Connecticut Technical Education and Career System this class is accountable for directing the operations and activities of an Education Division or the Connecticut Technical Education and Career System.
EXAMPLES OF DUTIES
+ Directs staff, budget and operations of an education division, internal administration and management division or the Connecticut Technical Education and Career System;
+ Coordinates, plans and manages division activities;
+ Develops comprehensive long- and short-term goals and objectives which support educational initiatives and agency mission;
+ Participates and makes recommendations in review and formulation of agency policy, exercises general supervision over various forms of educational programs and services offered by the state to local school authorities, professional organizations, certain lay groups and individuals;
+ Exercises general supervision over internal management policies and programs as offered to local school authorities, professional organizations, other state agencies and State Department of Education staff;
+ Acts as consultant with respect to these programs and services;
+ Interprets and administers pertinent laws of bureaus;
+ Oversees fiscal operations of bureaus;
+ Prepares and presents reports before the State Board of Education;
+ Evaluates and assesses staff performance;
+ Serves as a member of the Commissioner's Senior Leadership Team;
+ Responds to inquiries from the Governor, federal, state and local educators concerning education initiatives and programs of bureaus;
+ Maintains statewide responsibility for all bureau programs and activities and represents agency and state in related activities as required;
+ Leads the recruitment and hiring of staff, including outreach, interview and selection;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of
+ and ability to interpret and apply relevant state and federal laws, statutes and regulations;
+ philosophy and methods of education, with emphasis on educational administration and management;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
An earned advanced degree and eleven (11) years of professional experience in the field of education or related areas.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a managerial capacity in the oversight of the development or administration of an educational bureau, system, operation, school or service OR as a Technical High School Principal.
NOTE:
+ Managerial capacity is defined as full time managerial responsibility for a major program. Position will have supervisory responsibilities but the emphasis should be on management activities defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and/or monitoring a budget.
+ For state employees managerial experience is interpreted at the level of an Education Bureau Chief.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ A 092 certificate (Intermediate Administrator), or 093 certificate (Superintendent), or Sixth Year Diploma in Educational Leadership, or an Ed.D. (Doctorate in Educational Leadership) may be substituted for one (1) additional year of the General Experience.
+ An advanced degree and five (5) years of managerial experience in the oversight of the development or administration of an educational bureau, system, operation, school or service may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
+ Supervisory experience in the field of Special Education including overseeing school counseling, social work, nursing and student support services.
+ Experience in classroom instruction
+ Experience overseeing the development and implementation of Individual Education Plans (IEPs) to ensure equity, access, and compliance within state mandated timelines
+ Experience ensuring all current federal, state, and local special education legislation, regulations, and guidelines are followed
+ Certifications in Intermediate Administration (092 Certification) and Special Education (165 Certification)
