    ABOUT THE ROLE

    The Director of Operations-State Marshal Commission reports directly to the Commission and has the following duties:

    + Directs staff and provides oversight of daily operations at the State Marshal Commission.

    + Works in conjunction with appointed Commissioners and Judicial to achieve goals and objectives.

    + Oversees the appointment process of new Connecticut State Marshals.

    ABOUT US

    The Connecticut General Assembly. in Public Act 00-99, created a State Marshal Commission ("Commission"). The Commission is statutorily charged with appointing, training and providing oversight of state marshals. Chapter 78 of the Connecticut General Statutes sets forth the laws covering the state marshal system. Pursuant to General Statutes § 6-38b, the Commission consists of eight members appointed by specified executive. judicial. and legislative branch authorities. Despite being within DAS, the Commission retains independent decision-making authority.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Administrative Services this class is accountable for planning, directing and managing the day-to-day operations and staff of the State Marshal Commission.

    EXAMPLES OF DUTIES

    + Directs staff and operations of the State Marshal Commission;

    + Coordinates, plans and manages commission activities;

    + Develops strategic and operational plans and policies;

    + Formulates program goals and objectives;

    + Assists in development of related policy;

    + Interprets and administers pertinent laws;

    + Evaluates staff;

    + Prepares or assists in preparation of the department budget;

    + Maintains contacts with individuals within and outside of the commission who might impact program activities;

    + Develops training manuals and programs;

    + Conducts training programs;

    + Coordinates intake of complaints, initiation of investigations and administration of disciplinary proceedings against State Marshals;

    + Publishes and updates information on duties and responsibilities of State Marshals;

    + Coordinates periodic review and audit of records and accounts of State Marshals to ensure compliance;

    + Represents Commission before legislative committees and state agencies;

    + Tracks compliance of statutory mandates of State Marshals;

    + Serves as liaison with other state agencies regarding administrative matters;

    + Leads the recruitment and hiring of staff, including outreach, interview and selection;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + relevant state and federal laws, statutes and regulations;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Nine (9) years of professional experience in public administration, law enforcement, public safety or legal practice.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been in a supervisory capacity.

     

    NOTE: Supervisory capacity is defined as scheduling, assigning, overseeing work, establishing performance standards for employees, and taking measures to implement those standards.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in public administration, human resources management, business management or other closely related field may be substituted for one (1) additional year of the General Experience.

    + A law degree may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience with regulatory oversight of public administration, law enforcement, public safety, or a legal agency.

    + Experience managing a law enforcement agency preferably at the rank of Sergeant or higher.

    + Experience with the elicense system in the areas of yearly renewals, adding new users, document uploads and validation.

    + Experience identifying, scheduling, attending, and coordinating training needs in the area of law enforcement.
