Are you a current Department of Developmental Services employee with eight (8) years of professional experience in the repair and maintenance of large buildings, leasing, acquisition or management of property or building contract administration with two (2) years of supervisory experience? If so, we invite you to consider the Director of Facilities Operation position!
The State of Connecticut (https://portal.ct.gov/) , Developmental Services (DDS (https://portal.ct.gov/DDS/) ) – Southbury Training School – is accepting applications for one (1) full-time first shift Director of Facilities Operation (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=0376MP&R1=&R3=) position located in Hartford, CT.
This position is part of the Facilities Division and is based out of the Central Office in Hartford. This position will provide managerial, administrative and financial oversight to many facilities areas. This oversight includes but is not limited to project management, facilities budget reporting, bonding, and overseeing required trainings for all DDS facilities staff.

+ Monday – Friday | 7:00 am – 3:30 pm
+ Telework will be permitted but the expectation is it will be situational.

In your role as a Director of Facilities Operation, you will have the opportunity to:
+ Directs staff and operations in the areas of building services and contract compliance;
+ Coordinates, plans and manages section activities;
+ Formulates goals and objectives;
+ Develops or assists in development of related policy;
+ Interprets and administers pertinent laws;
+ Evaluates staff;
+ Assists in preparation of section budget;
+ Maintains contacts with individuals within and outside of section who might impact on program activities;
+ Prepares reports, correspondence and procedural manuals;
+ Administers a quality control and compliance program;
+ Perform related duties as required.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for directing staff in the management, operation and/or maintenance programs of state buildings and grounds or directing facilities management staff in the oversight of property portfolios including contractors and vendors performing property management services.
EXAMPLES OF DUTIES
+ Directs staff and operations in the areas of building services and contract compliance;

+ Interprets and administers pertinent laws;
+ Evaluates staff;
+ Assists in preparation of section budget;

+ Prepares and reviews plans and specifications for building renovations and/or alterations;
+ Selects and supervises service contractors;
+ Leads the recruitment and hiring of staff, including outreach, interview and selection;
+ May direct staff and operations of trade shops and grounds sections;
+ May develop and maintain a preventive maintenance program;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of

+ trades including building, custodial and grounds;

+ Skill in prevention of deterioration, obsolescence and destruction of buildings and operating equipment;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in the repair and maintenance of large buildings, leasing, acquisition or management of property or building contract administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity.
NOTE: For state employees supervisory capacity is interpreted at the level of a Maintenance Supervisor 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's degree in architecture, business or construction management, engineering or public administration may be substituted for one (1) additional year of the General Experience.
+ For state employees two (2) years of experience as a Property Management Liaison may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
+ Experience supervising State Building Maintenance Supervisors.
+ Experience implementing training programs to ensure the safety of State facilities employees.
+ Experience working in facilities/housing for individuals with disabilities.
+ Experience with maintenance in Southbury Training School buildings and campus infrastructure.
+ Experience working with the State Fire Marshal, Department of Health, Building Inspectors, OSHA, and the ADA.
+ Experience using Outlook, Word, Excel, Teams.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
